Subject: Agreement with Cotter Construction Inc. for Serenity Park Fencing
Recommendation
1. Approve and authorize the City Manager to execute a contractor services agreement with
Cotter Construction Inc. for Serenity Park Fencing in a not-to-exceed amount of $62,000.00
as approved by the City Attorney; and
2. Authorize the City Manager to execute change orders not to exceed a 10% contingency
amount of$6,200.00 for unanticipated costs.
Background
Staff have determined the need for fencing around Serenity Park to limit the access to only foot
traffic and pedestrian use. Motorcycles are driven through the park, causing damage to
equipment, landscape, and irrigation infrastructure. Also, this unfortunate situation creates an
unsafe park condition for the citizens enjoying the park.
Discussion
The City has purchased all the fencing needed for this project, and the contractor shall install
2625 linear feet of fencing at the Serenity Park location. The general Scope of work includes the
following elements:
Site preparation clear and grub Fence line only Minor Excavation Concrete fence pole concrete
set Fence rails on Top and bottom Installation of 4 gates. The contractor is to remove any
conflicting irrigation system if it is in the way.
On July 23, 2024, the request for proposal was posted in PlanetBids for installing the Serenity
Park fencing. Five submittals were received for the fencing installation on or before the deadline
of August 2, 2024. The amounts of each proposal are listed below:

prepared to start work on the fencing installation immediately following the award of the contract.
Fiscal Impact
Funds are available in the Fiscal Year 2024-2025 operating budget.
