Page 1 of 2 REPORT TO CITY COUNCIL To:Honorable Mayor and Members of the City Council From:Jason Simpson, City Manager Prepared by:Candice Alvarez, MMC, City Clerk Date:December 10, 2024 Subject:Annual Reorganization of the City Council to Install the Re-elected City Council Members and City Treasurer and Select the Mayor/chair and Mayor Pro Tem/vice-chair for 2025 Recommendation Install the re-elected City Council Members and City Treasurer and select a Mayor/Chair and Mayor Pro Tem/Vice-Chair per City Council Policy No. 200-4. Background The City Council has adopted a Resolution reciting the facts of the General Municipal Election held on November 5, 2024, and declaring the results and such other matters as provided by law. City Council Policy No. 200-4 provides direction regarding the selection of the Mayor and Mayor Pro Tem for the City Council. The Mayor and Mayor Pro Tem are selected annually by the City Council to serve a one-year term. Consistent with Government Code 36801, the selection of the Mayor and Mayor Pro Tem is to occur following the certification of the election results and the installation of elected officials. In non-election years, City Council Policy No. 200-4 provides for City Council reorganization during the first Regular City Council meeting in December. The Mayor also serves as Chair of the Successor Agency of the Redevelopment Agency of the City of Lake Elsinore, the Lake Elsinore Recreation Authority, the Lake Elsinore Public Financing Authority, the Lake Elsinore Public Facility Financing Authority, and the Lake Elsinore Parking Authority. Installation and Mayor/Mayor Pro Tem for 2025 Page 2 of 2 Discussion Pursuant to Elections Code Section 10265, ”upon the canvass of the returns and the declaration of the results, the city council shall meet to install the newly elected officers. The installation shall occur at the next regularly scheduled city council meeting following certification of the election results unless the city council has set a different time by resolution.” Therefore, re-elected City Council Members Manos, Johnson, and Magee, and City Treasurer Edwin Castro will be sworn into office. Following the installation of the re-elected City Council Members and City Treasurer, a Mayor and Mayor Pro Tem will be selected to serve for 2025. The procedural format for the selection of the Mayor/Chair and Mayor Pro Tem/Vice-Chair is for the current Mayor/Chair to yield the chair to the City Clerk/Secretary, who will open the floor to nominations. Upon closing the nominations and taking a vote, the City Clerk/ Secretary will declare the Council Member/Agency Member selected to serve as Mayor/Chair by majority vote. The newly elected Mayor/Chair will assume the chair and will preside over the selection of a Mayor Pro Tem/Vice-Chair. Fiscal Impact There is no fiscal impact on the City.
