Recommendation
Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD ON
NOVEMBER 5, 2024, AND DECLARING THE RESULTS AND SUCH OTHER MATTERS AS
PROVIDED BY LAW.
Background
On April 23, 2024, the City Council adopted Resolution No. 2024-11, calling for the General
Municipal Election of November 5, 2024, for the election of City Council Members for Districts 2,
4, and 5 and the City Treasurer. The following is a list of candidates who qualified for the ballot,
in ballot order:

Pursuant to Elections Code Section 10229(a)(3), on August 21, 2024, the City Council adopted
Resolution No. 2024-42 providing for the appointment of the City Council Members for Districts 4
and 5 and the City Treasurer to the offices that were to be elected since there were not more
candidate than offices to be elected as of the close of the nomination period.
Discussion
On November 5, 2024, in compliance with the Election Code of the State of California, a General
Municipal election was held for the purpose of electing a City Council Member for District 2. The
canvass of the election was completed and was certified by the Riverside County Registrar of
Voters on Tuesday, December 3, 2024, with the official results posted the same day. The five-
day protest period expires on Sunday, December 8, 2024 at 5:00 p.m., and, at the time of the
writing of this report, no protests have been received.
The certified report of the results of the votes cast in each precinct, as well as the final votes cast
for each of the candidates and the number of ballots received per precinct, is attached to the
Resolution as Attachment 1. The summary indicates the following results:

The City Clerk, as the City’s Elections Official, hereby certifies the election results submitted by
the Riverside County Registrar of Voters and presents a Resolution reciting such fact for adoption
by the City Council.
Fiscal Impact
The conducting of the election has a fiscal impact that was previously budgeted; however, the
declaration of the results has no impact other than staff time.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECITING THE FACTS OF THE GENERAL MUNICIPAL
ELECTION HELD ON NOVEMBER 5, 2024, AND DECLARING THE RESULTS
AND SUCH OTHER MATTERS AS MAY BE PROVIDED BY LAW
Whereas, a General Municipal Election was held and conducted in the City of Lake
Elsinore, California, on Tuesday, November 5, 2024, as required by law;
Whereas, Notice of the Election was given in time, form, and manner, voting precincts
were properly established, election officers were appointed, and in all respects, the election was
held and conducted as required by the provisions of the Elections Code of the State of California;
Whereas, the votes were cast, received, and canvassed by the Riverside County
Registrar of Voters, and the returns made and declared in time, form, and manner for the holding
of elections in General Law cities; and
Whereas, pursuant to Resolution 2024-11 adopted on April 23, 2024, the Riverside
County Registrar of Voters canvassed the returns of the election and has certified the results,
which are attached as Exhibit A to this Resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, DOES HEREBY DECLARE, DETERMINE AND RESOLVE:
Section 1. The whole number of votes cast in the precincts for the contest of Member of
the City Council District 2 was 4,931.
Section 2. The names of persons voted for at the election for Member of the City Council,
and the number of votes received by each person are as follows:

Section 3. The City Council does declare and determine that:
Steve Manos is elected as a Member of the City Council for the full term of four years
beginning December 10, 2024.
Section 4. The City Clerk shall enter on the records of the City Council of the City of Lake
Elsinore, a statement of the result of the election showing: (1) the number of votes cast at each
precinct; (2) the whole number of votes cast in the City; (3) the names of the persons voted for;
(4) for what office each person was voted for, and (5) the total number of votes given to each
person.

Section 5. The City Clerk shall immediately make and deliver to each of the persons so
elected a Certificate of Election signed by the City Clerk and authenticated, and that the City Clerk
shall cause to be administered to each person elected the Oath of Office prescribed in the
Constitution of the State of California and shall have them subscribe to it and file it in the Office
of the City Clerk. Each person so elected shall then be inducted into the respective office to which
they have been elected.
Section 6. The City Clerk shall certify to the passage and adoption of this Resolution and
enter it into the book of original Resolutions.
Passed and Adopted at a regular meeting of the City Council of the City of Lake Elsinore,
California, this 10th day of December 2024.
