Main Street Lake Elsinore, CA 92530 CALL TO ORDER The Regular Meeting of the Planning Commission was called to order at 6:00 p.m. PLEDGE OF ALLEGIANCE William Carroll and Savannah Carroll led the pledge of allegiance. ROLL CALL Present:5 Commissioners Ross, Carroll, and Williams; Vice Chair Gray; and Chair Peters Absent:0 None PUBLIC COMMENTS - NON-AGENDIZED ITEMS - 3 MINUTES There were no speakers. CONSENT CALENDAR A motion was made by Vice Chair Gray, seconded by Commissioner Carroll to approve the Consent Calendar. The motion carried by the following vote: Aye:5 Commissioners Ross, Carroll, and Williams; Vice Chair Gray; and Chair Peters Nay:0 None 1.Minutes for the Regular Planning Commission Meeting of October 15, 2024 Approve the Minutes for the Regular Planning Commission Meeting of October 15, 2024. Planning Commission Minutes - Draft November 19, 2024 City of Lake Elsinore Page 2 3 8 1 7 8 PUBLIC HEARING 2.Planning Application No. 2023-19 (Fleming and Sons' Concrete Yard) - Proposal to Operate a Construction Contractor Business with a 7,500 sq. ft. Building and Outdoor Storage on a 1.65-acre Site located at the Southwest Corner of the West Minthorn Street and North Riley Street 1. Find that the project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15332 (In-Fill Development Projects); 2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2023-09 TO ESTABLISH AND OPERATE A CONTRACTOR YARD WITH A ONE-STORY 7,500 SQ. FT. PRE-MANUFACTURED STEEL INDUSTRIAL BUILDING WITH AN ADMINSTRATIVE OFFICE IN THE LIMITED MANUFACTURING (M-1) DISTRICT LOCATED AT APNs 377-232-006, 377-232- 007, and 377-232-009; and 3. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING INDUSTRIAL DESIGN REVIEW NO. 2023-02 TO INSTALL A ONE-STORY 7,500 SQ.FT. PREMANUFACTURED STEEL INDUSTRIAL BUILDING WITH AN ADMINSTRATIVE OFFICE AND RELATED SITE IMPROVEMENTS LOCATED AT APNs 377-232-006, 377-232- 007, and 377-232-009. The Public Hearing was opened at 6:04 p.m. Staff received one written comment from Kim Quon, Project Architect, which was provided to the Planning Commission and entered into the record. Associate Planner Serna presented the staff report. The Public Hearing was closed at 6:07 p.m. A motion was made by Commissioner Carroll, seconded by Commissioner Ross to approve staff’s recommendations. The motion carried by the following vote: Aye:5 Commissioners Ross, Carroll, and Williams; Vice Chair Gray; and Chair Peters Nay:0 None STAFF COMMENTS Staff had no comments. CITY ATTORNEY COMMENTS Assistant City Attorney Mann had no comments.
