Hello everyone,
Might it be worthwhile to huddle up sometime next week (after City Council) on this project?
There are some fairly significant land use, environmental, and capital improvement issues that are
cropping up. An issue identification/strategy session might be helpful.

No entitlements except what general plan already allows but Peter templeton was working on a
specific plan.
It is true we would allow him use of the surface of the landfill for parking. $1 per year.

with Mr. Cooper and his folks yesterday. One of the most critical issues was the status
of his entitlements. Specifically, he mentioned the following:
1. That a CUP had been adopted for his subject tracts
2. That a long-term lease had been negotiated allowing him to park inventory on
top of the closed landfill:
1. He mentioned that his intended use of the landfill would include the
following:
1. Construction of a temporary employee parking lot on the land
he currently owns and running a shuttle to the landfill
2. Construction of solar panels that would also double as parking
covers
3. Construction of electronic billboard(s) at the southern end of
the landfill
4. Construction of an off-road track for customers to test vehicles
2. I raised the concern that the Post Closure Plan for the landfill might not
allow for his intended use and that there might be a need to amend the
permit
1. Mr. Cooper refutes this assertion
2. Post Closure Plan Volumes 1 and 2 have been downloaded and
emailed to Peter Templeton, Mr. Cooper’s land planner
3. Facility Permit No. 33-AA-005 for the landfill has been
downloaded and emailed to Peter Templeton as well
3. That a map had been approved for the subject tracts
After researching these issues today, I am still of the opinion that there are no
entitlements established for this project and am reaching out to see if I am missing or
overlooking any pertinent information.
