Subject: Purchase of York Air Conditioning System at Wholesale Cost from Amber
Air Conditioning Inc.
Recommendation
Authorize the City Manager to purchase the York air conditioning system with heat pumps for the
City Hall Building Project (CIP Project Z20006) at wholesale cost from Amber Air Conditioning,
Inc.
Background
The City Hall Building heating and air conditioning requirements have been designed with highly
efficient elements to meet the needs of the facility at both extreme hot and cold temperature
levels. The higher ceiling and greater interior volume of the building, together with room sizes with
expansive glass windowed areas, will place higher heating and air conditioning demands on the
system. Throughout the entire building design process, Amber Air Conditioning, Inc. has provided
highly technical expert design work and recommended more efficient equipment selections and
installation considerations.
Discussion
Staff, together with Amber Air Conditioning, Inc., has marketed the heating and air conditioning
system to the most favorable American manufactured systems capable of satisfying all the system
requirements. The two highly sought-after manufacturers considered in this purchase are York
Air Conditioning and Carrier Air Conditioning. Taking into consideration the geopolitical threats to
global transportation and the potential for interruption of equipment obtainability, staff limited the
purchasing of this equipment to the United States manufactured brands that could meet all the
system requirements.

Below is the wholesale cost from both York and Carrier:
Manufacturer Cost
York Air Conditioning $275,438.00
Carrier Air Conditioning $374,031.00
Both prices have been set at the wholesale cost to the City by Amber Air Conditioning and are
purchased directly from the manufacturer. The key components of the equipment purchase
include the following items:
•YORK Air Conditioning split system heat pumps
•Ductless Heat Pump
•Handling Charge
•Shipping Charge (factory)
•Thermostats
•Exhaust Fans
•Smoke Duct Detectors
The York air conditioning system package at wholesale cost is 20% less than the contractor's
cost. This savings has been passed on to the City by Amber Air Conditioning, Inc.
Fiscal Impact
The City Hall Project (CIP Project Z20006) is included in the Fiscal Year 24/25 – 28/29 Capital
Improvement Plan (CIP) budget.
