Thank you for submitting the above-mentioned preliminary application for the development of a
new industrial warehouse complex with two (2) buildings (1,001,911 sq. ft. in total) and on-site
parking on a 71.43 acre site located at the southeast corner of Pierce Street and Baker Street
APNs: 378-020-014, -015, -016, -028, -029, -030, -031, -036, -037, -038, -039 and -048). The
City's Design Review Committee (DRC) has reviewed your application and provided the following
comments in this letter and the attachments:
1. Floor plans and elevations are missing from submittal.
2. The project is located within Western Riverside Multiple Species Habitat Conservation Plan
MSHCP) Criteria Cell #4166. An application for MSHCP Consistency Determination (LEAP)
along with the required fee to be submitted for review. The application form is available online:

3. The current General Plan Land Use Designation for the project site is Limited Industrial (LI).
The LI land use designation provides for industrial parks, warehouses, manufacturing,
research and development, public and quasi-public uses, and similar and compatible uses.
The Floor Area Ratio (FAR) shall not exceed 0.45.
4. The subject site is currently zoned Limited Manufacturing (M-1) and General Manufacturing
M-2). Staff recommends submitting a Zone Change application to change the entire site to
M-2 to be processed concurrently with the other requested entitlements. Both the M-1 and M-
2 zoning designations are compatible with the LI General Plan Land Use Designation. This
will ensure that the Parcels created with this project will not result in split zoning designations
and same development standards will apply to the overall project.
5. The project has a potential to impact the surrounding residential zoned area. Potential issues
that need to be addressed include, but not limited to, the following:
Integration with or adequate buffer from the surrounding residential area.
Vehicular traffic generated by the project
Noise impacts
Health impacts to sensitive receptors
Air Quality and Green House Gas (GHG) impacts

DRC COMMENTS#1:
1. Project requires submittal of WQMP
a. Site flows will drain towards Temescal Creek and will not qualify for the "Highest and Best
Use"exemption.
b. Approved Preliminary WQMP due prior to Planning Commission.
c. Approved Final WQMP due prior to grading permit or final map.
d. All runoff from site shall be treated for pollutants of concern prior to release.
2. Project requires SWPPP.
3. Project is required to detain the incremental 10-year pre- and post-development difference.
4. Project is required to submit Soils Report/Geotechnical Study and Drainage/Hydrology Report.
5. Please submit a preliminary grading plan when available.
6. Permission to grade letters will be required for any grading outside project right-of-way. Please note
steep grades along north side of Baker Street.
7. Project is required to construct full width improvements on Baker Street and Pierce Street.
a. Baker Street is classified as a Collector Highway (68 feet full width /48 feet curb-to-curb)
in the General Plan.
b. Pierce Street is classified as a Local Road (60 feet full width /40 feet curb-to-curb) in the
General Plan.
8. Baker Street will be required to be built above the floodplain.
9. Ensure proper sight distances meet City(or Caltrans)standard for each driveway and intersection.
10. Streetlights will be required for both Baker Street and Pierce Street. Please use latest draft
Streetlight Manual for the streetlight plans. Streetlight plans may be submitted at the time of SIP
submittal.
11. All utilities except electrical over 34.5 kV shall be placed underground, as approved by the serving
utility.
12. Complete a traffic scoping agreement with the City Traffic Engineer.
13. Obtain Fire Access Approval from Fire Department
14. The project will be required to pay Engineering assessed Development Impact Fees that includes
but not limited to K-Rat, Area Drainage Fee, Transportation Uniform Mitigation Fee, and Traffic
Infrastructure Fee.
15. Is the project intending to build around the existing home?

permit application. Current standards require that gates have a
Knox rapid entry system, an infrared gate opener, and be set back
up to 35 feet allow emergency vehicles to safely stop away from
traffic flow.
These comments are preliminary; further review will occur upon
receiving additional planning applications and building plans.

On September 29, 2020,the District received the subject PA.The project consists of a new industrial warehouse
complex with two new buildings with a combined gross floor area of 1,001,911 square feet located at the
southeast corner of Pierce Street and Baker Street(APN 378-020-012, 014, 015, 016, 028, 029, 030, 031, 036,
037, 038, 039 and 048). The site plan for this project is attached as Exhibit A and the existing water and sewer
map is attached as Exhibit B.The District has the following comments:
Developer/Owner will be required to schedule a Due Diligence meeting with the District to discuss the
following potential sewer and water requirements:
o Provide a water hydraulic study that analysis the offsite and onsite average day demand,maximum
day demand,peak hour demand and maximum day+fire flow demand.
o Provide a sewer hydraulic study that analysis the onsite and offsite sewer system and include
Nichols Lift Station.
o Provide a Preliminary Design Report for the Nichols Lift Station.
o Install onsite and offsite water facilities.
o Install onsite and offsite sewer facilities.
o Install 36"master planned transmission water main.
Developer/Owner will be required to dedicate to the District an Easement for all onsite public water and
sewer facilities.
Developer/Owner will be required to dedicate to the District a Water Rights Grant Deed.
Developer/Owner will be required to submit a Fire Flow Application.
Developer/Owner will be required to submit a Will Serve Application.This application will detail the water
and sewer capacity fees.
Developer/Owner will be required to submit, and secure, a Wastewater Industrial Permit from EVMWD
Pre-Treatment Department.
Developer/Owner will be required to submit a Plan Check Application and plan check deposit for the water,
sewer,sewer forcemain and lift station facilities.
Developer/Owner will be required to submit an Inspection Application Package with inspection deposit
and complete a Pre-Construction meeting with the District prior to construction on/around sewer,water,
and recycled water facilities.

BUILDING AND SAFETY DEPARTMENT
General Conditions
B-1. Final Building and Safety Conditions. Final Building and Safety Conditions will
be addressed when building construction plans are submitted to Building and Safety for review.
These conditions will be based on occupancy, use, the California Building Code (CBC), and
related codes, which are enforced at the time of building, plan submittal.
B-2. Compliance with Code. All design components shall comply with applicable
provisions of the 2019 edition of the California Building,Plumbing and Mechanical
Codes: 2019 California Electrical Code; California Administrative Code, 2019
California Energy Codes, 2019 California Green Building Standards, California
Title 24 Disabled Access Regulations, and Lake Elsinore Municipal Code.
B-3. Green Measures. The application shall provide 10% voluntary green measures on
the project, as stipulated by the 2019 California Green Building Standards.
B-4. Disabled Access. Applicant shall provide details of all applicable disabled access
provisions and building setbacks on plans to include:
a. All ground floor units to be adaptable.
b. Disabled access from the public way to the entrance of the building.
c. Van accessible parking located as close as possible to the main entry.
d. Path of accessibility from parking to furthest point of improvement.
e. Path of travel from public right-of-way to all public areas on site, such as club
house, trach enclosure tot lots and picnic areas.
B-5. Street Addressing. Applicant must obtain street addressing for all proposed
buildings by requesting street addressing and submitting a site plan for commercial
or multi-family residential projects or a recorded final map for single- family
residential projects. It takes 10 days to issue address and notify other agencies.

B-6. Clearance from LEUSD. A receipt or clearance letter from the Lake Elsinore
School District shall be submitted to the Building and Safety Department to ensure
the payment or exemption from School Mitigation Fees.
B-7. Obtain Approvals Prior to Construction. Applicant must obtain all building plans
and permit approvals prior to commencement of any construction work.
B-8. Obtaining Separate Approvals and Permits. Trash enclosures, patio covers, light
standards, and any block walls will require separate approvals and permits.
B-9. Sewer and Water Plan Approvals. On-site sewer and water plans will require
separate approvals and permits. Septic systems will need to be approved from
Riverside County Environmental Health Department before permit issuance.
B-10. House Electrical Meter. Applicant shall provide a house electrical meter to provide
power for the operation of exterior lighting, irrigation pedestals and fire alarm
systems for each building on the site. Developments with single user buildings
shall clearly show on the plans how the operation of exterior lighting and fire alarm
systems when a house meter is not specifically proposed.
At Plan Review Submittal
B-11. Must submit Grading Plans to Engineering prior to Building. Building will not
accept plans if they have not been submitted to Engineering first.
Submitting Plans and Calculations. Applicant must submit to Building and
Safety four (4) complete sets of plans and two (2) sets of supporting calculations
for review and approval including:
a. An electrical plan including load calculations and panel schedule, plumbing
schematic, and mechanical plan applicable to scope of work.
b. A Sound Transmission Control Study in accordance with the provisions of the
Section 5.507, of the 2019 edition of the California Green Code.
c. A precise grading plan to verify accessibility for the persons with disabilities.
d. Truss calculations that have been stamped by the engineer of record of the
building and the truss manufacturer engineer.
Prior to Issuance of Grading Permit(s)
B-12. Onsite Water and Sewer Plans. Onsite water and sewer plans, submitted
separately from the building plans, shall be submitted to Building and Safety for
review and approval.
B-13. Demolition Permits. A demolition permit shall be obtained if there is an existing
structure to be removed as part of the project. Asbestos report and lead base paint
reports are required before demo permit will be issued.
Prior to Issuance of Building Permit(s)
B-14. Plans Require Stamp of Registered Professional. Applicant shall provide
appropriate stamp of a registered professional with original signature on the plans.
Provide C.D. of approved plans to the Building Division.
Prior to Beginning of Construction
B-1 S. Pre-Construction Meeting. A pre-construction meeting is required with the
building inspector prior to the start of the building construction.
