1 ENVIRONMENTAL SETTING
1.1 PROJECT LOCATION
The proposed Baker Street Industrial Development is located on the southeast corner of Pierce
Street and Baker Street in the City of Lake Elsinore's jurisdiction, parallel to the Interstate 15
Freeway. It is generally bound by Nichols Road to the northwest, Baker Street to the northeast,
undeveloped vacant land to the southeast, and Pierce Street to the west. Regional access is
provided by State Route 15 (1-15) Freeway.
The site is identified by Assessor's Parcel Numbers 378-020-014, -015, -016, -028, -029, -030,
031, -036, -037, -038, -039 and -048.
1.2 EXISTING PROJECT SITE
The project site is comprised of 12 parcels approximately 71.43-acres in size. The site is currently
undeveloped and vacant. Access to the property is provided by Pierce Street. Baker Street runs
along the property frontage to the east and is not improved. The topography of the site is relatively
flat and mainly impervious, with minimal vegetation. Preliminary biological studies conducted on the
area indicates possible vernal pools located along Baker Street of the property's frontage along
Baker Street. A current flood channel runs parallel to the site between Baker Street and the 1-15.

1.3 EXISTING LAND USES AND ZONING DESIGNATION OF THE PROJECT SITE
Lake Elsinore is broken into 16 District Plans that cover specific, long-term planning and the strongest
concentration of industrial and commercial uses within the City. The Land Use Designation of Limited
Industrial is consistent with zoning designations of Limited and General Manufacturing.
All the parcels currently outlined in the preliminary site plan provided by the client have the zoning
designation (M1) Limited Manufacturing and (M2) General Manufacturing. Both designated zoning
areas accommodate a range of industrial, manufacturing, and related establishments meant to
strengthen the City's economic base and increase employment opportunities.

1 .4 SURROUNDING GENERAL PLAN AND ZONING DESIGNATIONS
The project site is located within a predominately undeveloped area in the City of Lake Elsinore.
The property's parcel lines to the southwest abuts the neighboring County Club Heights District,
much of which has not yet been developed. Northeast across Baker Street is a biological sensitive
area, which does not permit development and connects into the regional flood channel. West
across Pierce Street is the Alberhill District, much of which is also undeveloped. The surrounding
land uses are described in Table 1 along with the General Plan Land Use and zoning
designations.

2 PROJECT DESCRIPTION
2.1 PROJECT OVERVIEW
The proposed project would consist of the development of three new speculative industrial buildings
totaling 1,265,740 square feet — Building A 263,440 square feet including 26,744 square feet of
office, Building B 414,210 square feet including 42,221 square feet of office and Building C
588,090 square feet including 29,905 square feet of office. Exhibit 1, Conceptual Site Plan,
illustrates the proposed site plan.

feet of the exterior boundaries of a residential district.
