Ferguson, Director VALLEY GENERAL MANAGER Greg Thomas MUNICIPAL WATER DISTRICT LEGAL COUNSEL Best, Best& Krieger DISTRICT SECRETARY Terese Quintanar October 24, 2023 EPD Solutions Attn: Dane Palanjian 3333 Michelson Drive Irvine CA,92612 SUBJECT: SERVICE REQUIREMENTS FOR BAKER INDUSTRIAL — APPLICATION NO. 23-o62 On June 12, 2023, a Due Diligence meeting was held with Elsinore Valley Municipal Water District (District) and the Owner/Developer and/or Engineer of the subject project to discuss the water and/or sewer requirements for this project. The project consists of two industrial buildings 207,550 SF and 778,720 SF located at 378-020-014, 015, o16,028, 029,030,031, 036, 037 and 048.The project site plan is attached herein. The Owner/Developer shall comply with the following preliminary requirements to obtain water and/or sewer service from the District. A map of the existing water and/or sewer facilities is attached herein. Project Specific Requirements: 1. The Owner/Developer shall provide a hydraulic water study that analysis average day demand, peak hour demand, max day demand and max day and fire flow demand per the Water Master Plan criteria. The water study must be approved prior to plan check submittal. 2. The Owner/Developer shall construct public water facilities as noted on the approved Water and/or Sewer Studies. 3. The Owner/Developer shall construct a mastered planned (FT-17) public Zone 1434 36-inch transmission main in Baker Street from Nichols Road to the 1434 Reservoir. 4. The Owner/Developer shall construct an offsite public Zone 1434 minimum 12- inch watermain in Baker Street along the project's frontage as shown in in exhibit attached herein. The project team asked if they could connect to the 1434 transmission main instead of constructing a parallel 12-inch waterline, this can be considered if proof is provided that no other development will need to connect to the required 12-inch water main. 5. The Owner/Developer shall construct an onsite public Zone 1434 minimum 8-inch looped watermain within the development. 6. The Owner/Developer shall construct an offsite public minimum 8-inch gravity sewer main in Baker Steet from the project easternly boundary to the existing temporary Nichols Rd Lift Station. 7. The project shall demonstrate to have sewer capacity allocated for the project to the existing or upgrade of the Nichols Rd Lift Station through an agreement for sewer services. If not, the Owner/Developer shall construct the mastered planned RLS-16)permanent Nichols Rd Lift Station. The Owner/Developer shall construct a public individual minimum 2-inch domestic water service with backflow device for each building/suite. 9. The Owner/Developer shall construct a public individual minimum 2-inch irrigation water service with backflow device for each parcel. io. The Owner/Developer shall construct a private minimum 6-inch sewer lateral for each parcel. ii. The Owner/Developer shall submit a Fire Flow Test Application if required by the Fire Department. 12. The Owner/Developer shall submit a Will Serve Application to quote the water and sewer capacity fees. 13. The Owner/Developer shall dedicate to the District an easement for all public water and sewer facilities constructed within the private property.A minimum 20- ft wide easement is required for one utility. No building, fences, walls or other structures of any kind, or trees, shall be installed, constructed, erected, placed planted or maintained in any portion of the easement area, and no shrubs or other plants or vegetation shall be placed, planted or maintained in the portion of easement area. 14. The Owner/Developer shall record a Water Rights Grant Deed to grant the water rights to the District. 15. The Owner/Developer shall submit a Plan Check application for the review of the Water and Sewer Improvement Plans for the project. 16. The Owner/Developer shall submit an Inspection Application for the inspection of the facilities to be constructed. The District has assigned the following work order number to this project WO# 23-o62. All future correspondence to this project must include the work order number provided. Attached as Exhibit A is a list of forms, application and fees required to comply with the requirements mentioned above.
