Lansing Companies is proposing a Specific Plan Amendment for Phase 1 and 2 of the
Alberhill Villages Specific Plan (AVSP). The Alberhill Specific Plan Amendment
(AVSPA) will change land use designations in the northeast portion of the Specific
Plan area.
Environmental Resource Finding
Aesthetics The city of Lake Elsinore borders the Interstate 15,
which is officially designated by Caltrans as an eligible
highway for designation as a scenic highway.
Senate Bill 1467 added Sections 260 through 263 to
the Streets and Highways Code. In these statutes the
State proclaims intent to: “establish the State's
responsibility for the protection and enhancement of
California's natural scenic beauty by identifying those
portions of the State highway system which, together
with adjacent scenic corridors, require special
conservation treatment."" (Scenic corridors consist of
land that is visible from, adjacent to, and outside the
highway right-of-way, and is comprised primarily of
scenic and natural features. Topography, vegetation,
viewing distance, and/or jurisdictional lines determine
the corridor boundaries.)

Airports The nearest airport to the property is the Perris Valley
Airport L-65, located about 15 miles east of the subject
property. According to the Riverside County Airport
Land Use Commission, the property is not within a
compatibility zone.

Soils Out of 121 selected acres within the project, the most
common soil types are: clay pits, Gorgonio loamy sand
(0 to 8 percent slopes), Honcut sandy loam (2 to 8
percent slopes), Porterville clay (0 to 8 percent
slopes), Temescal rocky loam (15 to 50 percent
slopes, eroded), terrace escarpments, Tujunja gravelly
loamy sand (0 to 8 percent slopes), see Exhibit 1.

Fire Hazard A majority of the project site is located in a Very High
Fire Hazard Severity Zone with some parcels in a
moderate and high zone, respectively.

Floodplain The subject property is within a Zone X- 0.2 percent
annual chance of floor hazard (500 year flood zone),
meaning within areas of moderate flood hazard
between limits of the 1-percent-annual-chance
floodplain and the 0.2-percent-annual-chance
floodplain, see Exhibit 4
The northbound part of the property includes a
boundary dividing Special Flood Hazard Area Zones
and boundary dividing Special Flood Hazard Areas of
different Base Flood Elevations, flood depths or flood

jurisdictional wetlands and waterways have are
limited.

and any cultural, historical, or scenic aspects.
The project site is located in a historic mining area. Mining in the Alberhill area, including the
Pacific Clay mine, began roughly around the same time that the region’s first railroad, the
Atchison, Topeka, and Santa Fe Railroad, was completed in the 1880s. The railroad, along
with various mining opportunities, greatly increased migration to the Lake Elsinore area.
Portions of Lake Street and Coal Road (now named Nichols Road) are generally aligned
with a section of the railroad that has since been removed in that area.
