HomeMy WebLinkAbout2024-046 Airport Fire Proclamation of Local Emergency_RESOLUTION NO. 2024-46 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, CONFIRMING THE PROCLAMATION OF A LOCAL EMERGENCY DUE TO THE AIRPORT FIRE Whereas, on September 10, 2024, the City Manager of the City of Lake Elsinore proclaimed a local emergency pursuant to Lake Elsinore Municipal Code Section 2.20 in response to the Airport Fire, which posed an immediate and significant threat to public health and safety; and Whereas, the Airport Fire has caused extensive damage to property, infrastructure, and has endangered the lives of residents and businesses in the vicinity of Trabuco Canyon, Ortega, McVicker Canyon, Rice Canyon, Alberhill, Lakeland Village, Rancho Capistrano, and surrounding areas; and Whereas, the fire has resulted in the evacuation of 6,000 residents and businesses, disrupted local services, and required the activation of the City’s Emergency Operations Center (EOC) to coordinate response efforts; and Whereas, the immediate and ongoing threat posed by the fire necessitated the mobilization of local and regional emergency resources, as well as the establishment of temporary shelters to accommodate displaced individuals; and Whereas, the conditions of extreme fire danger, forecasted high winds, and dry weather continue to present risks to the City’s residents, businesses, and infrastructure; and Whereas, under Lake Elsinore Municipal Code Section 2.20.080, the City Council is required to confirm the proclamation of a local emergency within seven days in order for the emergency to remain in effect and for the City to maintain the authority to take all necessary actions to protect the community; and Whereas, confirming the proclamation of a local emergency will enable the City to continue deploying resources to respond to the fire, protect public safety, and access state and federal assistance for recovery efforts. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: Section 1. The City Council hereby confirms the proclamation of a local emergency issued on September 11, 2024 by City Manager Simpson in response to the Airport Fire, in accordance with Lake Elsinore Municipal Code Section 2.20. Section 2. The City Council authorizes the continued use of all necessary powers to address the local emergency, including but not limited to emergency contracting, the allocation of city resources, and cooperation with state and federal agencies. Section 3. The City Council affirms its support for ongoing public safety efforts, including fire suppression, evacuation, and sheltering operations, and directs city staff to continue providing necessary assistance to affected residents and businesses. The City Council authorizes the City Manager, or designee, to collaborate with regional, state, and federal agencies to secure additional resources and support for fire response, recovery, and rebuilding efforts. Section 5. The City Council directs city staff to continue monitoring the situation, provide regular updates to the public, and bring any necessary additional actions related to the local emergency before the Council. Section 6. This Resolution shall take effect immediately upon its adoption. Section 7. The City Clerk shall certify to the adoption of this Resolution and enter it into the book of original Resolutions.
