CITY COUNCIL CONSENT CALENDAR A motion was made by Council Member Johnson, seconded by Council Member Magee to approve the City Council Consent Calendar with Mayor Pro Tem Tisdale abstaining from Item No. 13. This item was approved on the City Council Consent Calendar. 4) Agreement for Wildland Protection Services Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING THE CALIFORNIA DEPARTMENT OF FORESTRY AND FIRE AGREEMENT FOR WILDLAND PROTECTION SERVICES FOR THE FISCAL YEAR 2024-2025. City Council Minutes - Draft August 27, 2024 City of Lake Elsinore Page 3 5) Approve and authorize the City Manager to Execute a Professional Services Agreement with Inland Foundation Engineering, Inc. for Geotechnical Services for the City Hall Project (Project #Z20006) Approve and authorize the City Manager to execute an agreement with Inland Foundation Engineering, Inc. in an amount not to exceed $50,000.00 for Geotechnical Services for the City Hall Project in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not exceeding a 10% contingency of $5,000.00. This item was approved on the City Council Consent Calendar. 6) Construction Agreement with GMS Elevator Services, Inc. for the Purchase and Installation of the Elevator for City Hall (Project #Z20006) Approve and authorize the City Manager to execute a Public Works Construction Agreement with GMS Elevator Services Inc., in an amount not to exceed $223,340.00 for the purchase and installation of the elevator for City Hall (Project #Z20006) in such final form as approved by the City Attorney, authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $22,334.50 for repair uncertainties and adjustments, and authorize the City Manager to accept the improvements into the City Maintained System, file the Notice of Completion with the County Recorder, and release all retention monies 35 days after the filing of the Notice of Completion for the City Hall elevator. This item was approved on the City Council Consent Calendar. 7) Notice of Decision – Planning Commission Approval of Planning Application No. 2024-01 for a Conditional Use Permit to Establish an 8,116 Square-foot Banquet Hall for Special Events within Suite 177 of the Outlets at Lake Elsinore Located at 17600 Collier Avenue Receive and File the Notice of Decision for Planning Application No. 2024-01 approved by the Planning Commission at their regular meeting on August 6, 2024. This item was approved on the City Council Consent Calendar. 8) Road Closures for Fall 2024 Events Approve temporary road closures for Historic Downtown and neighboring roads for Fall 2024 events as identified in the attached traffic plans. This item was approved on the City Council Consent Calendar. 9) Contractor Services Agreement for San Diego Ice Company Approve and authorize the City Manager to execute the Agreement for Contractor Services with San Diego Ice Company in an amount not to exceed $90,000 for bagged ice and crushed ice for Winterfest sledding hill in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not exceeding a 10% contingency of $9,000 for uncertainties and adjustments. PUBLIC HEARING 18) Planning Application No. 2023-24 (Tentative Parcel Map No. 38825) – a Request to Subdivide an Existing 74.72-acre Property into Three (3) New Parcels for Conservation Purposes Located on the Southern Side of Lakeshore Drive and Southeasterly of the Intersection of South Main Street and Lakeshore Drive 1. Find that the proposed project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15304 (Minor Alterations to Land) and 15315 (Minor Land Divisions); 2. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, FINDING THAT PLANNING APPLICATION NO. 2023- 24 (TENTATIVE PARCEL MAP NO. 38825) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and 3. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING TENTATIVE PARCEL MAP NO. 38825 TO SUBDIVIDE AN EXISTING 74.72-ACRE PROPERTY INTO THREE (3) NEW PARCELS THAT ARE 4.74 ACRES, 19.99 ACRES, AND 49.99 ACRES, RESPECTIVELY, FOR CONSERVATION PURPOSES LOCATED AT APNS 373- 330-001 THROUGH 022 AND 373-300-038 THROUGH 041. The Public Hearing was opened at 7:14 p.m. Principal Planner Huynh presented the staff report. There were no speakers. CITY ATTORNEY COMMENTS City Attorney Leibold had no comments. CITY MANAGER'S COMMENTS City Manager Simpson had no comments. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Magee shared his attendance at the Panda Cares Center of Hope ribbon- cutting ceremony; and invited the community to attend the Animal Friends of the Valleys Adoption “Paw”looza from 10:00 a.m. – 3:00 p.m. on September 7, 2024. Council Member Johnson spoke on Congressman Calvert’s visit to the Anchor; announced that new “No Panhandling” signs will be installed throughout the City; provided updates regarding the City’s Economic Development programs and initiatives; and provided an update on the Lake levels and testing. Council Member Sheridan noted that the Riverside Transit Agency Transportation Now Committee meeting would be held on August 28, 2024 and that he would report on that meeting at the next Council meeting; invited the community to attend the L.E. Street Scene Festival from 4:00 - 9:00 p.m. on August 31, 2024 in Downtown; announced a free community clean-up event from 6:30 a.m. – 12:30 p.m. on Saturday, September 14, 2024 at Diamond Stadium; and encouraged the community to participate in the Inaugural Thunder Cares Golf Tournament on Monday, October 14, 2024 at CrossCreek Golf Club in Temecula. Mayor Pro Tem Tisdale reported on his attendance at the Western Riverside Council of Governments Executive Committee meeting on August 5, 2024 and noted that the Northwest Mosquito and Vector Control District Board meeting scheduled for August 15, 2024 was canceled; invited the community to attend the City’s Emergency Preparedness event from 8:30 a.m. – 12:00 p.m. on Saturday, September 21, 2024 in the Lowe’s parking lot; and encouraged residents to honor a veteran at the Lake Elsinore Diamond Stadium by purchasing a veterans memorial engraved brick to be unveiled at the Veterans Day observance ceremony at 9:00 a.m. on Monday, November 11, 2024. Adopt A RESOLUTION OF THE SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING THE AMENDED RECOGNIZED OBLIGATION PAYMENT SCHEDULE (ROPS 24-25B) FOR JANUARY 1, 2025 THROUGH JUNE 30, 2025.
