I have been checking in with various other jurisdiction in the IE for how they calculate trash bin and trash enclosure sizes. This exercise was much more difficult than it initially seemed. Please let me know if you want to proceed with a summary of this information for our plan check response. The following Jurisdictions were contacted: City of Riverside City of Perris City of Colton Riverside County City of Hemet City of San Bernardino San Bernardino County Of these only the County of San Bernardino did not respond to my inquiry. In all cases these jurisdictions indicated that as a condition of approval (after CUP approval), the developer must submit to the waste/recycle hauler under contract for the neighborhood in question and follow their recommendations for enclosure design specifications. Most of these jurisdictions are served either by Athens or by Republic. Some of Riverside County is served by Waste management. Waste Management has not responded. Both Athens and Republic use this Methodology: ( I attached a table based on this.) For industrial with office the number of bins is established by employee counts. At a minimum (3) 4 yd bins are required, (1) for waste and (1) for recyclables plus Min (1) green waste bin required per site. Multi -Tenant buildings can share bins. If they do, the total employee count of all shared tenants should be considered. Rule of Thumb when employee count is not known: For industrial – 9 cuft of total waste flat rate per tenant of building per week, For office – 0.0005 cuft of total waste per SF of building per week, Add these numbers together then divide by 40% for waste and 40% for recycle 10% green (10% would be for food if restaurant or grocery) Then divide for number of pick ups for week. For industrial they recommend 2 pickups per week, but it could be up to 4 per week Industrial building/Warehouse will have special needs to be determined at time of service regarding bailers, compactors and oil or grease recovery. The City of Colton had a pretty good hand out package for the public. I have attached.
