PRESENTATION/CEREMONIAL 1) Certificates of Appreciation from Rice Canyon Elementary School PTA Rice Canyon Elementary School Principal Amity Conkright, PTA President Rocio Alaoui, and PTA Historian Roxana Foster presented the Certificates to Mayor Pro Tem Tisdale and Council Member Johnson. CITY COUNCIL CONSENT CALENDAR A motion was made by Council Member Johnson, seconded by Council Member Sheridan to approve the City Council Consent Calendar with Item No. 6 being removed for discussion. This item was approved on the City Council Consent Calendar. 6) Withdrawal of Ballot Measure from the November 5, 2024 General Municipal Election Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RESCINDING THE SUBMISSION TO THE QUALIFIED ELECTORS OF THE CITY OF A CERTAIN MEASURE RELATING TO WHETHER THE CITY TREASURER POSITION SHOULD BE APPOINTIVE AT THE GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 5, 2024 AS CALLED BY RESOLUTION NO. 2024-11. This item was removed from the City Council Consent Calendar for discussion. 7) Amended and Restated Funding Agreement for Community Facilities District No. 2023-2 of the City of Lake Elsinore (Coastal Mission Trails) Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING AMENDMENTS TO FUNDING AGREEMENT AND JOINT COMMUNITY FACILITIES AGREEMENT RELATING TO COMMUNITY FACILITIES DISTRICT NO. 2023-2 OF THE CITY OF LAKE ELSINORE (COASTAL MISSION TRAILS). This item was approved on the City Council Consent Calendar. 8) Notice of Completion on Citywide Annual Asphalt Maintenance and Repair, New Installation Program, and On-Call Emergency Construction Services (CIP Project #Z10002) Accept the improvements and authorize the City Clerk to file the Notice of Completion with the County Recorder for Citywide Annual Asphalt Maintenance and Repair, New Installation Program, and On-Call Emergency Construction Services completed by NPG, Inc. This item was approved on the City Council Consent Calendar. Approve and authorize the City Manager to execute a contractor services agreement with Cotter Construction Inc. for Serenity Park Fencing in a not-to- exceed amount of $62,000.00 as approved by the City Attorney; and 2. Authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $6,200.00 for unanticipated costs. This item was approved on the City Council Consent Calendar. BUSINESS ITEM 14) Community Facilities District No. 2019-2 (Nichols Ranch) Special Tax Bonds, Series 2024 Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF THE CITY OF LAKE ELSINORE COMMUNITY FACILITIES DISTRICT NO. 2019-2 (NICHOLS RANCH) AUTHORIZING THE ISSUANCE OF ITS SPECIAL TAX BONDS, SERIES 2024 IN A PRINCIPAL AMOUNT NOT TO EXCEED EIGHT MILLION FIVE HUNDRED THOUSAND DOLLARS ($8,500,000) AND APPROVING CERTAIN DOCUMENTS AND TAKING CERTAIN OTHER ACTIONS IN CONNECTION THEREWITH. Brian Forbath presented the staff report. There were no speakers. A motion was made by Council Member Johnson, seconded by Mayor Pro Tem Tisdale to adopt the Resolution. CITY ATTORNEY COMMENTS City Attorney Leibold noted that accessibility accommodations may be made for any person with a disability, advised that instructions to request such accommodations are outlined on the agenda, and stated that assistive listening devices are available upon request. CITY MANAGER'S COMMENTS City Manager Simpson had no comments. City Council Minutes - Draft August 13, 2024 City of Lake Elsinore Page 6 CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Magee acknowledged the City Clerk’s Office for managing to post the agenda on time despite meeting with candidates and closing the nomination period simultaneously; shared tips to keep pets safe in the heat; provided an update on the Main Street Interchange improvements; and invited the community to view the SCCA Autocross Championship on August 25, 2024 at Diamond Stadium. Council Member Johnson shared updates on lake and algae levels; and provided updates from the Homeless Task Force. Council Member Sheridan reported on his attendance at the Riverside Transit Agency Budget and Finance Committee meeting on August 7, 2024; shared photos from National Night Out; reported on the outreach meeting held on August 8, 2024 regarding Christensen Community Park; shared his participation in the Michelle’s Place Celebration of Life Golf Tournament; and invited residents to participate in the inaugural Thunder Cares Golf Tournament on Monday, October 14, 2024 at CrossCreek Golf Club in Temecula. Mayor Pro Tem Tisdale noted that he will attend Western Riverside Council of Governments meetings on August 14, 2024 and August 15, 2024; and shared his perspective regarding the California Executive Order on the removal of homeless encampments. Mayor Manos addressed recent public safety concerns, including a series of fires and a tragic incident at Walmart; reassured the public that, while investigations are ongoing, there is no confirmed arsonist behind the fires and praised the fire response team's efforts; shared that the incident at Walmart involved a suspect who had recently been released from prison and was quickly apprehended by the Sheriff's Department after a prompt and effective response; expressed concerns about the broader criminal justice system, emphasizing the need for reform to prevent small crimes from escalating into more severe offenses; expressed confidence in the Sheriff's Department; and adjourned the meeting in memory of Jessica Morales. ADJOURNMENT The Lake Elsinore City Council adjourned at 7:48 p.m. to the next Regular meeting of Tuesday, August 27, 2024 in the Cultural Center located at 183 N. Main Street.
