The Project site is vacant with two (2) older existing structures used as single-family homes. Power poles rung east & west along King Highway and a row north and south along a trail. The topography generally slopes to the east from the west and is mostly flat. The plants represent seasonal grass, ambrosia, chaparral, and other common weeds found in the general area. Ground squirrels and small rodents are found on the land. There are no cultural or scenic aspects to the site. Industrial 1 1,225,000 s.f. 1,018 2.Describe the surrounding properties, including information on plants and animals and any cultural, historical, or scenic aspects. The surrounding properties include open space with a few older existing single-family homes. There is an existing SCE Substation to the south. Master planned projects to the south and west are in the process of being developed for single family houses. The Open space to the south and east consists of plants and animals found in the common general area of the site. The is no cultural, historical, or scenic aspects to the surrounding properties. 3.Describe the type of surrounding land use, intensity of land use, and sale of development. The surrounding Land Use is Single Family and Mixed Use. 4.Identify any other related permits and other public approvals required for this project including those required by the City, regional, State, Federal agencies, not including approvals from the City, fire department, sheriff’s department, and Elsinore Valley Municipal Water District. Is any part of the Project, on- or off-site, located within a Criteria Cell pursuant to the Multiple Species Habitat Conservation Plan (MSHCP)? If so, what are the Criteria Cell #(s)? If not known, please enter all APNs at the following website to run a report, and include the report with submittal of this form: http://www.rctlma.org/online/content/rcip_report_generator.aspx APNs 389-090-030, 389-122-006 Thru 009, and 389-122-012 Thru 017 are located within Criteria Cell Number 4157. The attached report shows the area map and Environmental information. The City is a Lead Agency under CEQA, and is required under State law to ensure compliance. All projects are subject to a review under the California Environmental Quality Act (CEQA) and will consist of one (1) or more of the following: •If not exempt, preparation of technical studies will be required to support determination of appropriate CEQA process, as described below. •Determination by Planning Division that all project impacts are less than significant, or can be mitigated to less than significant. As such, the City will direct preparation of a Negative Declaration (ND) or Mitigated Negative Declaration (MND). •Determination by Planning Division that at least one (1) project impact cannot be mitigated to less than significant levels. As such, the City will direct preparation of an Environmental Impact Report (EIR). All CEQA documents must be prepared either by City Staff OR by a qualified, City -approved consultant under direct contract with the City, but funded by the Applicant.
