The document requests listed below refer to the Canyon Hills Marketplace,
which is located at 25341-25381 Railroad Canyon Road, Lake Elsinore, CA
92532.
Please take note that the Canyon Hills Marketplace bears a similar name to
other districts and developments within Lake Elsinore. However, these requests are
specifically referring to the commercial center located northwest of Railroad
Canyon Road. From our review, the subject area is referenced as "Planning Area
3" in Canyon Hills planning documents and Lake Elsinore City Council/Planning
commission documents regarding the development of Canyon Hills.
These requests do not seek documents pertaining to the Canyon Hills
Commercial District, which is located southeast of Railroad Canyon Road at
29996-29997 Canyon Hills Road, Lake Elsinore, CA 92532 (i.e. "Planning Area
411).
While there may be some document overlap if both the northwest and
southeast corners of the intersection of Railroad Canyon Road/Canyon Hills Road
were developed together, please make sure that the search/production focuses on
all responsive documents that pertain to the northwest portion of the development,
which would include APN parcel numbers: 363210022 and 363210023. If a
document refers to both the northwest and southeast sections of the development,
then please produce those documents as well since they would include the area that
is the subject of the following requests.

1. All building plans, schematics, drawings, engineering documents,
architectural plans, permits, and project approval documents for the Canyon
Hills Marketplace's construction, development, maintenance, and
improvements.

• Within the larger Canyon Hills Project, this development was termed
`Planning Area 3'.
• This request includes all documents pertaining to the Canyon Hills
Marketplace under its previous name, the Cottonwood Hills
Marketplace/Project.
2. All site plan reviews, traffic analysis reviews, conditions of approval, and
memorandum for the Canyon Hills Marketplace's construction,
development, maintenance, and improvements. The Canyon Hills
Marketplace is located at 25341-25381 Railroad Canyon Road, Lake
Elsinore, CA 92532.

3. All Commercial Design Reviews pertaining, referencing, or relating to the
Canyon Hills Marketplace's construction, development, maintenance, and
improvements. The Canyon Hills Marketplace is located at 25341-25381
Railroad Canyon Road, Lake Elsinore, CA 92532.

4. A copy of the "Canyon Hills Specific Plan", and all addendums,
modifications, versions and other documents related to the Canyon Hills
Specific Plan.
5. A copy of the 1990 Development Agreement between Lake Elsinore and the
developers, owners, and all others that have or had an ownership interest in
the Canyon Hills Marketplace. These individuals and entities include, but
are not limited to, Pardee Grossman, Pardee Homes, HELF Investments LP,
and Sudberry Properties, Inc.
• For reference, the agreement was given the Doc Number 265632.
6. All addendums, amendments, versions, and documents relating to the 1990
Development Agreement between Lake Elsinore and the developers,
owners, and all others that have or had an ownership interest in the Canyon
Hills Marketplace.
7. All written agreements, settlements, arrangements, and contracts between
the City of Lake Elsinore, its agents, or its elected officials, and the
developers, owners, and all others that have or had an ownership interest in
the Canyon Hills Marketplace, which relate to the Canyon Hills
Marketplace's construction, development, improvements, or maintenance.
8. All Tract Maps relating to the Canyon Hills Marketplace's construction,
development, maintenance, and improvements.

• Within the larger Canyon Hills Project, this development was termed

construction, development, maintenance, and improvements. The Canyon

construction, development, maintenance, and improvements of the
building/businesses located at 25361 Railroad Canyon Road, Lake Elsinore,
CA 92532.
