REZONING CERTAIN REAL PROPERTY FROM ITS PRESENT
'•ZONE OF R-1 (SINGLE DWELLING) TO C-2 (GENERAL

THE MAYOR AND CSPY COUNCIL OF THE CITY OF ELSINORE, CALIFORNIA,
DO ORDAIN AS FOLLOWS:
SECTION 1;
The following described property located in the City of Elsinore,
California, is removed from its present district as R-1 (Single Dvrelling)
j- and is hereby rezoned to C-2 (General Commercial); that the property which
is rezoned is all that certain real property which is located in the City
I__ of Elsinore, County of Riverside, State. of California, more particularity
described as follows;

ORDINANCE N0. 467
AN ORDINANCE APPROVING THE ANNEXATION OF CERTAIN
UNINHABITED TERRITORY, DESIGNATED "ANNEXATION ~ 13
LUCERNE" TO THE CITY OF ELSINORE.
BE TT ORDAINED BY THE COUNCIL OF THE CITY OF ELSINORE:
WIiEfiEAS, on the 12th day of November, 1968 the Council of the City
of Elsinore did pass and adopt Resolution No. 1258 giving notice of the pro-
posal to annex certain uninhabited territory to the City of Elsinore,
said territory being therein designated as "Annexation No. 13, Lucerne,"
said Resolution describing the boundaries of the territory proposed to
be annexed; and
WfD;REAS, said Resolution No. 1258 did contain a notice of the
day, hour and place when and where the Council of the City would hear
protests made by arty person o4ming real property within the territory
proposed to be annexed, the time of said hearing being no less than
forty nor more than sixty days from the date of passage of said Resolution;
e and
WIIET,EAS, on the 13th day of January, 1868 at the hour of 7:30 P.M.,
in the Council Chambers in the City Hall of Elsinore, .County of Riverside,
State of California, said time and place being .the day, hour and place
fixed in said Resolution No. 1258 for hearing protests to the said annexation,
the said City Council did hear and pass upon all protests made to the proposed
annexation and did determine that protests had not been by the owners of ane-
half of the value of the privately owned territory proposed to be annexed as
shown by the last equalized assessment roll, nor by public owners of one-half
of the value of the public owned territory proposed to be annexed as determined
by said legislative body; and
WHEREAS, said territory is conti~aous to the City of Elsinore, and
is uninhabited territory in the County of Riverside;
NOW, THEREFORE, the said Council of the. City of Elsinore does
hereby approve the annexation of the territory. hereinafter described to
the City of Elsinore, and does hereby further ordain that the said
territory tie and is hereby annexed to the City of Elsinore.
That said territory, the annexation of which to the City of
Elsinore is herein approved, is all that territory situate in the County
of Riverside, State of California, more particularly described as follows:

_, WIRING CODE, UNIFORM PLUMBING CODE AND UNIFORM:
MECHANICAL CODE.
The :City Council. of the City'of Elsinore, does ordain as follows:
SECTION L• All-of Volume 1 of the "UNIFORM BUILDING CODE",.1967 Edition, which
~- was approved by the Pacifio Coast Building Officials: Conference, one copy of which
- is certified as-a true copy and is on file in 'the office of the City Clerk, is hereby
adopted by reference. The part oP said Volume 1 of such Code so adopted by reference
is made a part of this .Ordinance ss though set forth at length is this. Section.
SECTION 2: All of the "UNIFORM WIRING CODE", 1968 Edition, published by
Building News,:_Ine., a copy of .which is certified as a rue copy ;and is on file
in the office of the City Clerk, 3s hereby .adopted by reference. All of .said code
so adopted b"y reference. is :made a part oY this Section as though set forth at

SECTION 6: This ordinance shall take effect immediately upon its adoption,
it being necessary and urgently required for the immediate preservation of the

BE IT ORDAINED BY THE MAYOR AND TfiE CITY COUNCIL OF THE CITY OF ELSTNORE:
WHEREAS, pursuant 'to the provisions of the Annexation of Uninhabited
Territory ~letoof 1939, proceedings have beenlinstituted by the property owner
which-were joined in by t§e City Couneil of the City of Elsinore to annex to
the City of Elsinore allof that uninhabited territory situated in the County
of Riverside, State of-California, hereby designated as .;'Annexation No. 14
Kammerer" covering certain real property hereinafter described,
WHEREAS, "application was made to the Local Agency Formation Commission
of the County of Riverside for the .approval of the hereinafter described-land
and in session-duly assembled on the 21st day of May, 1Q69, said Commission did
approve the proposed annexation, boundaries and legal description of said
"Annexation No. 14 Kammerer" and did authorize the City Council of the City of

AMENDING. SECTION 17 OF ORDINANCE N0. 349, AS AMENDED
BY INCORPORATING CERTAIN LANDS AND BOUNDARIES AND'
PROVIDING FOR THE ZONE CLASSIFICATIONS OF SAID LANDS.
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CTTY OF ELSINORE;
WHEREAS, the City of Elsinore. is in the process of annexing the hereinafter
described lands,
WHEREAS, the City of Elsinore desires to classify said annexed lands
within the City of Elsinore, the City Council of the City of Elsinore does
enact the following;
SECTION 1; The following described real property is hereby made a part
of the Zoning Ordinance of the City of Els snore, California. Said lands are
presently in the process of being annexed and are more particularly described
as being those lands situated in the County of Riverside, State of California,
described as follows:

INTO EFFECT UPON ITS ADOPPION.
THE MAYOR AND CITY COUNCIL OF THE CTTY OF ELSINORE, CALIF'ORNIA~ DO ORDAIN
AS FOLLOWS:
Section 1: Section B of Article 5 of Ordinance Ito. 361 is hereby amended
by repealing Sts present provisions and by enacting the following provisions as
hereinafter provided.
Section 2: Section B of Article 5 of Ordinance No.
"ARTICLE 5
Section B:
361 shall read as follows:
1. Single Family Residences:
For each single family residence there shall be a sewer charge
of $1;35 per month..-
2. Multiple Family Residences:
a. For each duplex or two family residence under one roof there
shall be a sewer charge of $1.20 per month for each unit.
b. For each triplex or three family residence under one roof
there shall be a sewer charge of $1.15 per month for each unit.

c. For each apartment or four family residence under one roof
there shall be a sewer charge of $1:00 per month for each unit.
3. Boarding and Rooming Houses:
For each boarding or rooming house there shall be a sewer charge
of $1.00 per month for each room.
4. Motels, Hotels and Auto Courts:
For each unit within a hotel, motel or auto court there shall
be a sewer charge as follows:
a. For each unit which has a kitchen there shall be a charge
of $1.00 per month for each unit, or 25~ of the water bill whichever
is less.
b. For each unit without a kitchen there shall be a charge of
75 cents per month for each unit, or 25~ of the water bill whiche~xer
is less.
5. Condominimums and Cooperatives:
For condominiums and cooperatives where the occupants are the owners
of the units which they occupy the monthly sewer charge shall be
$1.00 per month for,_each unit.
6. Mobilehomes and Camp grounds:
In mobilehomes and camp grounds there shall be a sewer charge of
25 cents per month for each camp space or mobilehome space or
25 per cent of the monthly water bill of said camp ground or
mobilehome park, whichever is less.
7. Schools:
For each school there shall be a sewer charge based upon 25 per cent
of the monthly water bill of said school.
8. Commercial and Industrial:
For commercial and industrial uses there shall be a sewer charge
of 25 per cent of the monthly water bill with a minimum of $1.35•
9. In the event that any of the above classifications are not using
city water there shall be a determination .made by the City Manager
by making a comparison with similar operations and reviewing water
consumption of similar operations and the City Managers determination
shall be final. 7xi the event any of the above classifications are
using both .domestic and mineral water there shall then be a sewer

charge made based upon 25 per ;cent of the domestic water billing per
month and 25 per sent of the mineral water billing per month.
10. In the event that there shall be a dispute as to the classification
of the. sewer charges, the City Manager shall make a determination in a
accordance with, the purpose of this Ordinance and his determination shall
be final subject to an appeal made by the aggrieved persom to the City
Council."
Section 3. Ordinance No. 41+6. and Ordinance No. 455 are hereby repealed.
Section 4. The City Clerk of the City of Elsinore, California, is hereby
ordered to certify the passage of the ordinance and cause the same to be
published in the manner provided by law:
Section 5. This Ordinance is deemed to be an emergency ordinance for the
health, 'safety and welfare cff' the City of Elsinore and shall-.take effect
immediately upon its adoption.

AN ORDINANCE OF THE"CITY OF ELSINORE, CALIFORNIA, ZONING
CERTAIN REAL PROPERTY WHICH IS PRESENPLY LOCATED IN THE
COUNTY AND FOR WHICH PROCEEDINGS HAVE BEEN TAKEN FOR
ANNEXATION TO C-P (COMMERCIAL-PARK DISTRICT) TO TAKE
EFFECT. IF AND WHEN THE ANNEXATION PROCEEDINGS HAVE
BEEN COMPLETED.
THE MAYOR AND THE CTPY COUNCIL OF THE CITY OF ELSINORE, CALIFOl$VIA, DO ORDAIN
AS FOLLOWS:
SECTION 1: The hereinafter described real.property is presently-located
in the County of Riverside, California. Proceedings have been instituted for
the annexation of the hereinafter described real property and if and when said
property is annexed to the City of Elsinore, California, the said property will
come into the City as C-P ( Commercial-Park :District ).
SECTION 2: The following described property which is presently
located in the County of Riverside, California, but is anticipated will come
into the City of Elsinore, California, and upon'the ahnexation of said property
it is to be zoned to C-P (Commercial Park District); that the property which is
zoned. subject to annexation is all that real property which is presently located
in the County of Riverside, State of California, and more particularly described
as follows:
Northeasterly rectangular 10 acres of the Northwesterly
30 acres of Lot 30, Block "B", a subdivision in Elsinore
shown on maps on file in Book 8, page 277 of maps,
Records of San Diego, .California.
SECTION 3: Ordinance No. 349 of the City of Elsinore is hereby
amended to effect the pre-zoning of the above referred to real property.
SECTION 4: The property hereinabove described shall be re-zoned _~
C-P (Commercial Park District) when the annexation proceedings have been completed.
SECTION 5: The City Clerk of the City of Elsinore, California, is ~
hereby ordered to certify the passage of the ordinance and to cause the same to
be published in the manner provided by law.

AN ORDINANCE APPROVING THE ANNEXATION OF CERTAIN
UNINHABITED TERRITORY DESIGNATED "ANNEXATION N0. 15,
HILDEGAARD" TO THE CITY OF ELSINORE.
BE TP ORDAINED BY THE MAYOR AND THE .CITY COUNCIL OF THE CI'PY OF ELSINORE:
WHEREAS, pursuant to the provisions of the .Annexation of Uninhabited
Territory Act of 1939, proceedings have been instituted by the .property owner
which were joined in by the City Council of the City of Elsinore to annex to the
City of Elsinore all of that uninhabited territory situated in the County of
Riverside, State of California, .hereby designated as "Annexation No. 15,
Hildegaard" covering certain real property hereinafter described,
WHEREAS, application was made to the Local Ageney Formation Commission
of the County. of Riverside for the approval of the hereinafter descirbed land
and in session duly assembled on the 22nd day of October, 1968, said Commission
did approve the proposed annexation, boundaries and legal description of said
"Annexation No. 15, Hildegaard" and did authorize the City Council of the City
of Elsinore to proceed without notice and hearing as prescribed by Section.
54797.1 of the Government Code of the State of California,
~+7KEREAS, said territory is contiguous to the City of Elsinore and
is uninhabited territory in the County of Riverside, State of balifornia,
WHEREAS, the City Council of the City .of Elsinore desires to annex
said uninhabited territory to the City of Elsinore for the following reasons;
The territory is contiguous to the City of Elsinore and its proposed annexation
will contribute to and facilitate the orderly growth and development of both the
City and the territory to be annexed, and will provide and facilitate proper
over-all planning and zoning of lands and sub-division of lands in said City
and uninhabited territory in a manner most conducive to the welfare of said
City and said uninhabited territory,
NOW;`:"THEREFORE, the City. Council of the City of Elsinore does hereby
approve the annexation of the territory hereinafter described to the City of Elsinore
and does hereby further ordain that said territory be and is hereby annexed to the
City of Elsinore.
SECTION 1: That pursuant to Section 54797.1 of the Government Code
of the State of California this annexation-shall be done without notice and
hearing, it having been fuss: approved by the Local Agency Formation Commission
of the. County of Riverside that the City of Elsinore is hereby authorized_to
proceed without notice and hearing.
SECTION 2: That the territory which is hereby annexed to the City of-
Elsinore, California, is all that territory. situate in the County of Riverside,
State of .~+ialifornia, and more particularly described as follows:
A portion of Seetion 2, T6S RSW, also being
a portion. of Lot 17, Block "B", Rancho La _
Laguna, Elsinore, all in the .County of
Riverside, California, being more specifi-

Beginning at the most Westerly corner of

the present boundary line of the City of

AN ORDINANCE OF TFIE CITY OF ELSINORE, CALIFORNIA, AMENDING
SECTION 17 OF ORDIANCE N0. 349 AS AMENDED BY INCORPORATING
CERTAIN LANDS AND BOUNDARIES AND PROVIDING FOR THE ZONE
CLASSIFICATIONS OF SAID LANDS.
BE TT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF ELSCNORE:
WHEREAS,. the City of Elsinore is in the process of annexing the.
hereinafter described lands,
WHHE~?EAS, the City of Elsinore desires to classify said annexed lands
within the City of Elsinore, the City Council of the. City of Elsinore does enact
the following:
SECTION 1: The following described real property is hereby made a
part of the Zoning Ordinance of the City of Elsinore, California. Said lands
are presently in the process of being annexed and are more particularly described
as being those lands situated in the County of Riverside, State. of California,
described as follows:
The Southwesterly 610.66 feet of Lot 27, as
measured on the Southeasterly line of Block "B" r _.
of Elsinore, as shown by Niap on file in
Book f3, page 377 of Maps, San Diego, County
Records.
SECTION 2: Section 17 of Ordinance No. 349 as amended is hereby
amended to incorporate the above-described lands within the zones and
classifications herein set forth.
