Competitive Transit and Intercity Rail Capital Program (TIRCP) ■ $5.1 billion available, with funding allocated in different fiscal years. Competitive TIRCP: $148 million restored. Regional Early Action Program (REAP): ■ $280 million of the Governor's proposed $300 million cut was rejected. $480 million is included in the budget for the MPO formula program (94% of $510 " million).
