Background The General Plan Update planning program facilitated multiple community engagement events, conducted a market study, and analyzed the “existing conditions” for many technical aspects including land use, transportation, biological resources, and public services. The General Plan Update program information is available at https://www.lake-elsinore.org/468/General-Plan- Update. This includes Existing Conditions Atlas, Climate Resiliency Vulnerability Assessment, Community Engagement Events’ Summaries, and more. The program considered a series of possible land use and transportation possibilities with the City Council, City staff, and the consultant team. At this time, the program brings those land use and transportation options to the City Council and Planning Commission for consideration in preparation for an August 2024 community engagement “Alternatives Pop-up” event with the public. Discussion Intent for the Study Session The City Council and Planning Commission are asked to consider land use alternatives for a series of “focus areas” located throughout the City. Based on the June 18th discussions, the primary land use and transportation alternative options are anticipated to be revised to reflect the two bodies’ collective comments. The primary alternative and the secondary alternative options will be presented at the “Alternatives Pop-up Event” as part of the August 17th Taco Fest/Car Show on Downtown’s Main Street. The members of the public will be asked to weigh in on their GPU - Joint CC and PC Study Session Page 2 of 2 1 2 5 6 choices for the land use and transportation alternatives. Based on your input and public comment, a preferred land use and transportation alternative will be prepared this Fall for your consideration. Preparation for the Study Session In preparation for the June 18th City Council/Planning Commission Study Session, Guiding Principles and Primary Land Use Alternative Option Map have been included in this report. The Guiding Principles provide context and overall direction. The Guiding Principles are background information; they are not anticipated to be discussed during the Study Session. The attached map identifies the proposed focus area sites and the proposed Land Use Designations for these sites. These focus areas and possible land use changes will be discussed at the Study Session. In reviewing the focus area sites, pay attention to the current use, adjacent parcels’ uses, and neighborhood character; please note that many of the current uses do not reflect the adopted General Plan designation. After considering the existing conditions, try to imagine possibilities for change. Anticipated for the Study Session The June 18th Study Session is anticipated to be an informal discussion conducted by City staff/consultant team members with the Council and Planning Commission members. Each focus area site will be discussed, City Council/Planning Commission comments will be noted, and informal direction may be sought. The goal for the Study session is to have City Council and Planning Commission input as to what should be presented to the public as land use and transportation alternatives at the Alternatives’ Pop-Up (August 17th Taco Fest/Car Show) event. Fiscal Impact There are no fiscal impacts associated with this item. They reflect the vision for Lake Elsinore rather than describe Lake Elsinore today. GUIDING PRINCIPLES • Lake Elsinore facilitates a healthy and diverse economy that retains and attracts traditional and new industries, creates jobs, supports the local tax base, and sustains the ability to provide important services for existing and future residents, including expanded housing opportunities. • Lake Elsinore encourages attractive neighborhood villages that provide residents with a diverse range of distinctive destinations, such as shopping areas, entertainment venues, dining experiences, and cultural spaces. These places may include small centers near established neighborhoods, more vibrant and dense centers in downtown and Launch Pointe, and mixed-use villages along key corridors such as Lakeshore Drive or State Route 74. • Lake Elsinore maintains and increases the variety of high quality open and recreational spaces. It embraces its “Dream Extreme” identity of extreme action sports, while also providing opportunities for locally scaled recreational opportunities, such as small neighborhood parks, plazas, and community centers. • Lake Elsinore fosters healthy communities for all residents by providing safe and convenient access to community services such as healthy food stores, health care, parks and open spaces, jobs, and educational opportunities. • Lake Elsinore values and is committed to enhancing the environmental health and economic vitality of the Lake. Lake Elsinore ensures that the Lake is well maintained, attractive, and provides residents and visitors with opportunities for lakeside interaction. • Lake Elsinore recognizes Downtown as its historic core with civic institutions, historic landmarks, and local businesses. The vitality of Downtown is supported by an increase in appropriately scaled housing and people-oriented streetscapes. • Lake Elsinore offers attractive, convenient transportation options and provides walkable, bikeable, safer, and livable streets while continuing to strengthen access to the greater region. Community amenities are accessible by all residents.
