Recommendation
Approve temporary street closures and traffic mitigation for July 4th activities in Downtown and at
the Lake Elsinore Diamond Stadium July 4 - 6, 2024.
Background
For years, the city held an Annual Fireworks Spectacular on Lake Elsinore, which included a
"View by Boat" fireworks show over the lake. Pyro Spectaculars, Inc. located in Rialto, California
provided services. Pyro Spectaculars also performs the same service for many surrounding
communities including Diamond Stadium. This necessitated the development of a Road Closure
in the downtown area of Lake Elsinore that eased traffic congestion before, during, and after the
fireworks show taking place on the “T Peninsula”. The pattern has been reviewed by the
Engineering Department and is attached (Attachment 1 – Traffic Control Map).
This year, the City will be bringing “The World Largest Rubber Duck” to Lake Elsinore as part of
the July 4th festivities at Lake Elsinore Diamond Stadium, which is expected to bring thousands
of spectators to the area to see the Duck (and Baby Duck), a special photo opportunity and show
for Jeep vehicles, bands, entertainment, and food July 4th, 5th, and 6th. As part of the safety
protocols, entry onto Peter Lehr Street (north side of the Stadium) will be closed to vehicular traffic
starting Wednesday, July 3rd, through Saturday, July 6th, for safe viewing of the Duck
(Attachment 2 - Rubber Duck Road Closures – Pete Lehr).

Discussion
The Sherriff's Department, Fire Department, Public Works Department and Community Services
Department will coordinate resources to ensure the festivities of the Fireworks Show are a fun
and safe event. As the program has expanded year after year, in order to ensure the safety of the
participants, staff is recommending the street closures identified on Attachments 1 and
Attachment 2 that will be enforced with a combination of City Public Works staff and Law
Enforcement.
Fiscal Impact
Expenditures are included in Community Services and Public Works budgets.
