Lake Street and Nichols Road ultimate intersection improvements shall be by December 31, 2024. 65. This item was approved on the City Council Consent Calendar. 16) Award of a Public Works Construction Agreement to Aneen Construction, Inc. for the Avenues Master Plan Storm Drain Improvement Project Z10032 1. Approve and authorize the City Manager to execute the Agreement with Aneen Construction Inc. for the Avenues Master Plan Storm Drain Improvement Project in an amount not to exceed $2,257,882.50 as approved by the City Attorney and execute change orders not to exceed a 10% contingency amount of $225,788.00; and 2. Authorize the City Clerk to record the Notice of Completion once it is determined the work is complete and the improvements are accepted into the City maintained drainage network. This item was approved on the City Council Consent Calendar. 17) Professional Engineering Services to Provide Final Plans, Specifications, and Estimate for the I-15 SR-74 (Central Ave) Interchange Improvement Project Approve and authorize the City Manager to execute a Professional Services Agreement with HDR Engineering, Inc. (HDR) in an amount not to exceed $6,579,558.58 for Professional Engineering Services in such final form as approved by the City Attorney and authorize the City Manager, or designee, to execute change orders not exceeding a 10% contingency of $657,955.86. This item was approved on the City Council Consent Calendar. 18) Amendment No. 2 to the Agreement for Professional Services with STC Traffic, Inc. for Traffic Signal Coordination Timing Plans for I-15/Main Street Interchange Approve and authorize the City Manager to execute Amendment No. 2 to the Professional Services Agreement with STC Traffic, Inc. for $24,120 for additional required effort to develop and implement traffic signal coordination timing plans associated with the Main Street Interchange Project in such final form as approved by the City Attorney, plus an additional 10% contingency for unforeseen expenditures. This item was approved on the City Council Consent Calendar. 19) Amendment No. 4 to the Agreement for Contractor Services with RP Landscape & Irrigation, Inc. for Maintenance Services at Alberhill Community Park Approve and authorize the City Manager to execute Amendment No. 4 to the Agreement with RP Landscape & Irrigation, Inc. for Maintenance Services at Alberhill Community Park and to increase compensation by an additional $43,895.13 for a total not to exceed $1,153,357.27 per Fiscal Year in such final form as approved by the City Attorney. Find that pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15162, the development agreements would not have a significant effect on the environment and no new environmental documentation is necessary because all potentially significant effects have been adequately analyzed in a previously adopted Subsequent Environmental Impact Report (SCH# 2004071082); and 2. Introduce by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING DEVELOPMENT AGREEMENT NOS. 2024-01 (T.T. GROUP INC.) City Council Minutes - Draft May 14, 2024 City of Lake Elsinore Page 9 CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Magee requested that staff prepare a car wash saturation study; reported on his attendance at the Riverside County Transportation Commission’s first budget hearing on May 8, 2024; challenged anglers participating in the Dream Extreme Fishing Derby to catch the first catfish and win $100 and invited the community to participate in the event; and announced the Just 4 Kids Fishing Derby on Saturday, June 1, 2024 from 7:30 to 10:30 a.m. at the Lake Elsinore Levee. Council Member Johnson reported on her attendance at the Western Riverside County Regional Conservation Authority meeting on May 6, 2024 and the Animal Friends of the Valleys meeting on May 2, 2024; provided updates from the Homeless Task Force; shared her participation in the Cops for Kids Golf Tournament; spoke her opportunity to speak at the Lake Elsinore Women’s Club; and congratulated her son, Austin, for graduating from San Diego State University. Council Member Sheridan shared Riverside Transit Agency’s summer bus fare promotions; advised that Riverside Transit Agency is conducting walk-in interviews to hire drivers; shared photos of teams from the Elsinore Valley Champions Special Needs Baseball; and shared photos from the Lambs Fellowship Car & Bike Show event. Mayor Pro Tem Tisdale reported on his attendance at the Western Riverside Council of Governments Executive Committee meeting on May 6, 2024. Prior to issuance of an occupancy permit, the applicant shall relocate and reconstruct culvert headwalls and shall provide cash in lieu as determined by an Engineer’s estimate for the cost of half-width improvements along Camino del Norte. 66. The engineer’s estimate shall include half-width improvements such as pavement section, curb, gutter, sidewalk, relocating power poles, and other incidentals along the project’s frontage.
