Use Caution. I live at 24199 Lilac Lane. My hill side is half dead plants. I have asked for this to be remediated but to no avail. Therefore, I would ask that new trees, new bushes and enough water to sustain them be put on the entire hill, along Lilac Lane. I would also ask that a 10 foot sound barrier wall be installed between the proposed development property and Railroad Canyon Road. Box 1341 Elsinore, California 92531 June 22, 2021 N`t Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING FINDINGS THAT PLANNING APPLICATION NO. 2019-64 (TENTATIVE TRACT MAP NO. 38008 Not another 1200 Car and Truck trips along Railroad Canyon because of an uncaring developer that doesn't see the thoughtless reprecussions to those who sit in traffic because of more development. This is 60 Units on 9 acres in Canyon Hills or maybe the name changed to High Prone to Fire Hills on one exit on RailRoad Canyon Road and maybe one out of Quail Valley. This developer should be paid for the deed and the land Preserved in Perpetuity for Native Space. How could the Canyon Hills Specific Plan be allowed to develop anything else after the City had to solicit Congress for money to increase lanes on Railroad Canyon and then, it was immediately filled up again which will continue as long as Menifee, Canyon Lake, Elsinore continues to pass homes. Yes, you can say No to these developers and reflect the majority in a City wide Vote against anymore anything in Elsinore. What kind of air are your children breathing, what kind of over crowded schools, health care, recreation programs are your children going to have if you continue to stand by and not stop this Planning Commission and city council from passing more projects. You won't make it on time to your beloved sports games due to intense traffic. Just to try and tame the Hills for housing it will require 6,360 cubic yards of cut, 12,230 cubic yards of fill, and 8,870 cubic yards of import. This development can't help but impact the Riparian Areas and the whole area will feel the impact of silt eroding into swallower areas so don't fabricate inconsistencies. The grey skies of Elsinore and inability to see Big Bear or San Gorgonio and the heart wrenching health maladies of asthma and emphysema must be enough to stop Elsinore from passing anymore projects. This project needs replanted with native species including The Native Golden Poppy and Native Birds released into the area. The Project doesn't comply with any Review Process due to new information about Aitr Quality, Water Quantity, Drought, High Fire conditions, the literacy of cutting and hauling trees for development of stick built condominiums, the literacy of hauling rock and dirt in diesel powered polluters should be enough to Vote No on this project. The New Laws concerning ghg gasses should shut this project down. Give the money back for the developers application fees and learn to provide money for your City from the people already here plus decreasing the USA's Over Budgeted Military. This Project completely violates the Urban/Wildlands Guidelines because it is an absolute Urban Sprawl Diabolical Nightmare and needs to be stopped immediately. Any Councilperson that votes for this does not care about the horror movie that they have already made of Lake Elsinore's overcrowding, rising heat, pollution, too many cars on the way to Escondido or Ontario. Automated Carwash Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2020-17 TO ESTABLISH A 5,436 SQUARE FOOT AUTOMATED CARWASH LOCATED AT 31401 RIVERSIDE DRIVE (APN: 379-160- 002); and Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING COMMERCIAL DESIGN REVIEW NO. 2020-01 PROVIDING BUILDING DESIGN AND RELATED IMPROVEMENTS FOR A 5,436 SQUARE FOOT AUTOMATED CARWASH LOCATED AT 31401 RIVERSIDE DRIVE (APN: 379-160- 002). I don't see that this land needs to be given over to a Structure of any kind. There are many shopping Centers that can give over this Eighth of an acre that usualy suffices for a Car. Cities need to THINK when it comes to Planning. They need to find all used recycled materials if there is an idea for something that could be used in an area. If a Property owner wants to put up a building that no other existing building could suffice, then, infill the project ON ALREADY BUILT PARKING LOTS. The Starbucks at the mission Trails Albertson's. I think was non essential, unnecessary, however, it did not take out Native Fields or knock down Historic Buildings. If proper materials that are not ripped from Forests or Mountains could be used for this project on one of the other shopping centers at Four Corners, then, that would be a better plan. This property owner would own the car wash and the restored buildings, however, there would be no paving of the 3 acres and there could be a planting of trees and the land could be preserved for what it is. There is runaway development of "from the ground up dispensaries" in the County of Riverside project proposals. And there is an intense movement to infill every small acreage in Elsinore. These smaller acreages just add up and these properties house rodents and provide the gaseous exchange of oxygen and carbon. So the heat rises and the Wildife enters the neighbors houses. So, I support restoring the two abandoned buildings and moving the car wash to Home depot of Lowe's or unfortunately built Wal Mart. These Parking lots are never full. So send Mr. Hauslaun, the property owner back to Planning and stop the paving over of Habitat.
