Notice of Decision - Planning Application No. 2023-36 (Lake Oasis Spa): The project is located within an existing multi-
tenant commercial building within the Mission Trail Center near the intersection of Campbell Street and Mission Trail,
more specifically referred to as 31900 Mission Trail, Suite 150 (APN: 363-172-006). The project includes an application
for a Conditional Use Permit to establish a massage establishment within an existing multi-tenant commercial building.
The proposed project will be located in one of the tenant suites, approximately 1,530 sq. ft. in size. On February 6, 2024,
the Planning Commission voted 5-0 to approve the project.
Amendment No. 1 to the Professional Services Agreement with HELIX Environmental Planning, Inc. for the Mary
McDonald Senior Apartments Project: The City is currently working on the design and construction of a 16-unit
affordable senior apartment complex totaling 17,372 sq. ft. with two (2) buildings which will offer units to seniors at
affordable rents. The project site consists of an approximately 0.54 acre vacant land and is located at the northeast
corner of the intersection of Riley St. and Heald Avenue (Assessor Parcel Number: 374-162-036). HELIX has prepared a
Phase I archaeological survey to address Section 106 of the National Historic Preservation Act. The proposed
Amendment No. 1 is being requested for additional tasks to support review under the National Environmental Policy Act
(NEPA). The NEPA review is required for the City’s application with the County of Riverside for the American Rescue Act
(ARPA) funding. Staff recommends that the City Council approve and authorize the City Manager to execute
Amendment No. 1 to the Agreement for an additional $58,150, bringing the total compensation under the Agreement to
a contract amount not to exceed for $67,150.
Extension of Time Request for Tentative Tract Map No. 37922, Conditional Use Permit No. 2019-19, and Commercial
Design Review No. 2019-27 (Lake and Mountain Commercial Center): Tentative Tract Map (TTM) No. 37922 is a
subdivision of the 6.07-acre site into six (6) lots ranging in size from 0.66 acres to 1.10 acres. Conditional Use Permit
(CUP) No. 2019-19 and Commercial Design Review (CDR) No. 2019-27 propose the development of an approximately
32,695 sq. ft. commercial retail center that includes a 3,400 sq. ft. convenience store with an attached 1,525 sq. ft.
Quick-Serve Restaurant, a 4,089 sq. ft. gas fueling canopy, a 3,150 sq. ft. express car wash, two (2) 4,850 sq. ft. retail
buildings, a 3,320 sq. ft. drive-thru restaurant with an attached 1,600 sq. ft. retail building, and a 2,520 sq. ft. drive-thru
restaurant with an attached 2,400 sq. ft. retail building, 170 parking spaces, landscaping, and related site improvements.
The project is located at the northwest corner of Mountain Street and Lake Street (APNs: 389-030-012, 013, 014, 015,
016, 017, and 018). On January 25, 2022, the City Council certified Environmental Impact Report (ER 2020-03) (SCH No.
20200080538) and approved TTM 37922, CUP 2019-19, and CDR 2019-27. On November 3, 2023, the applicant
submitted this two-year extension of time request, which stayed the expiration until action by the City Council. The
applicant has submitted a grading plan, hydrology study, and Water Quality Management Plan (EGPC No. 2023-0013)
and is currently in plan check. The applicant has stated that the time extension is necessary to allow additional time to
complete the plan check process and obtain grading and building permits. Staff recommends that the City Council
approve a two-year extension of time for TTM 37922, CUP 2019-19, and CDR 2019-27 to January 25, 2026.
