REQUEST FOR PROPOSALS
The City of Lake Elsinore, hereinafter referred to as the City, is inviting proposals from licensed and qualified
general contractors ("Contractor") to construct and install 32 solar lights provided by the city on the Levee Road
that is located behind the storm stadium. Levee lights will be installed on the west side of the road (opposite side
of the lake). City staff will work with the contractor who is awarded to ensure proper placement. They will stretch
from the entrance of the levee out to roughly the 2-mile mark. The Contractor will construct solar light pole
footings for a 25-foot solar light pole as indicated in the attached footing design. It is the City's intent to award a
contract to the lowest responsible proposer for all of the installation of the 32 solar lights.
Time Schedule:
The following is the City's tentative schedule for the selection of a qualified contractor:
1. Request for Proposal March 7, 2024
2. Mandatory Site Visit March 20, 2024 (10:00 AM)
2. Deadline for Questions March 21, 2024, no later than 2:00 p.m.
3. Deadline for submitting RFP April 8, 2024, no later than 2:00 p.m.
4. Review and Evaluation April 9-10, 2024
5. Optional Interview if Required To Be Determined
6. Tentative Award and Start Date May 6, 2024
NOTICE IS HEREBY GIVEN THAT THE CITY OF LAKE ELSINORE, hereinafter referred to as "the City" or
"City," will receive through the bid management system PlanetBids prior to the proposal Deadline established
above, proposals for the Contract for construction of the Work generally described as:

Proposal Opening: April 8, 2024, no later than 2:00 p.m. via e-Procurement system PlanetBids
SCOPE OF WORK. This project will include installing 32 solar lights provided by the city on the Levee Road that
is located behind the storm stadium. Levee lights will be installed on the west side of the road (opposite side of
the lake). City staff will work with the contractor who is awarded to ensure proper placement. They will stretch
from the entrance of the levee out to roughly the 2-mile mark. The Contractor will construct solar light pole
footings for a 25-foot solar light pole as indicated in the attached footing design. The contractor will be responsible
for assembling, wire complete installation and ready to operate. It is the City's intent to award a contract to the
lowest responsible proposer for all of the installation of the 32 solar lights. See the attachments for solar light
details and footing design specifications.
OBTAINING RFP DOCUMENTS. contractors may obtain the documents through the City's website at
www.lake-elsinore.org under the Bids/RFPs section or through PlanetBids (www.planetbids.com) Although the
RFP documents may be obtained from other electronic sources, including the City's website, only the electronic
documents downloaded directly from PlanetBids will be considered to be official documents of the City of Lake

Elsinore. Addenda will be delivered by email only to those that provide the required information in PlanetBids.
Receipt of any subsequent information and addenda must be acknowledged by a bidder in their submitted
Proposal.
Each proposal shall be made on the proposal form furnished in the RFP. It is the sole responsibility of the
contractor to ensure that the proposal is received in the proper time through PlanetBids by the date and time set
forth. The electronic bid management system will not accept late proposals. No facsimile proposals shall be
accepted by the City. All contractors shall comply with Federal, State and local laws applicable thereto. All
proposals must be received via the e-procurement system PlanetBids by April 8, 2024, no later than
2:00 p.m. In compliance with SB 854, bids from contractors or subcontractors that are not currently
registered as required will be deemed nonresponsive, and no contractor or subcontractor will be allowed to
work on a City project unless they are registered with the DIR pursuant to Labor Code Section 1725.5.
RFP PROCESS. The City Council of the City of Lake Elsinore reserves the right to reject any or all proposals,
and/or waive any irregularities or informalities in any proposal. No contractor may withdraw his bid for a period
of sixty(60)days after the date set for the opening thereof. A full copy of this notice may be found on PlanetBids.
All questions shall be directed to the Q&A section on the e-Procurement System PlanetBids. No phone calls.
Contacting the City of Lake Elsinore personnel directly regarding this RFP is prohibited and may be grounds for
elimination from the selection process. All questions regarding this RFP must be put in writing and
submitted through the e-Procurement system PlanetBids on March 21, 2024, no later than 2:00 p.m.
Submittal of response by fax is not acceptable. All questions technical, commercial, or contractual in nature shall
be directed to as indicated in PlanetBids.
