Main Street Lake Elsinore, CA 92530 CALL TO ORDER - 7:00 P.M. The Regular Meeting of the City Council was called to order at 7:00 p.m. PLEDGE OF ALLEGIANCE Mayor Manos led the Pledge of Allegiance. MOMENT OF SILENCE ROLL CALL Present: 5 - Council/Agency Members Johnson, Magee, and Sheridan; Mayor Pro Tem/Vice Chair Tisdale; and Mayor/Chair Manos Absent: 0 - None PRESENTATIONS/CEREMONIALS 1) DMV Donate Life Month Present a Proclamation proclaiming the month of April 2024 as “DMV Donate Life Month” in the City of Lake Elsinore. Mayor Manos presented the Proclamation to Erika Heranic, OneLegacy Ambassador. Mayor Manos presented Certificates of Recognition to Eden Smits, Layanie Gonzalez, Jayda Herald, Scarlett Watkins, Matie Flores, Arnulfo Castro, Amani Joy, Aislinn Delgado, Sofia Flores, Mikayla Gonzalez, and Na’vi Jones for their participation in the Southern California Invention Convention representing the Julia Lee Performing Arts Academy, the City of Lake Elsinore, and Riverside County, and to Isabella Correa for securing 2nd place at the Riverside County Science & Engineering Fair. 3) Riverside County Sheriff's Office 2024 First Quarter Statistical Update Lieutenant Clark presented the update. 4) STAX Special Tax Information Portal Receive a presentation from Spicer Consulting Group. Shane Spicer provided a presentation. PUBLIC COMMENTS - NON-AGENDIZED ITEMS - 1 MINUTE Ace Vallejos was called to speak. CITY COUNCIL CONSENT CALENDAR A motion was made by Council Member Johnson, seconded by Mayor Pro Tem Tisdale to approve the City Council Consent Calendar. The motion carried by the following vote: Aye: 5 Council Members Johnson, Magee, and Sheridan; Mayor Pro Tem Tisdale; and Mayor Manos Nay: 0 None 5) Minutes of the Regular City Council Meeting of March 26, 2024 Approve the Minutes. This item was approved on the City Council Consent Calendar. 6) CC Warrant Report Dated March 01, 2024, to March 15, 2024 Receive and file. This item was approved on the City Council Consent Calendar. 7) Tract Map 38616, New Ventures Approve Tract Map 38616 subject to City Engineer’s acceptance as being true and correct and authorize the City Clerk to sign the map and arrange for recordation. This item was approved on the City Council Consent Calendar. City Council Minutes - Draft April 09, 2024 City of Lake Elsinore Page 3 8) Annual Professional Design Services On-Call Agreement in Support of City of Lake Elsinore’s Minor Construction Projects Approve and authorize the City Manager to execute the Professional Design Services On-Call Agreements with STK Architecture Inc., in the amount not to exceed $50,000 in the form attached and in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 9) Haul Route for EVMWD Regional Water Reclamation Facility Expansion Project 1. Approve the request for the haul route; and, 2. Approve and authorize the Mayor and City Manager to execute the Haul Route Agreement. This item was approved on the City Council Consent Calendar. 10) Acceptance of the Street Outreach Grant From Riverside County's Continuum of Care Approve and authorize the City Manager to execute an agreement with the County of Riverside Continuum of Care to accept a grant in the amount $205,170 for Street Outreach services. This item was approved on the City Council Consent Calendar. 11) Loan Commitment Letter for Cambern Apartments Affordable Housing Project Proposal Approve the Loan Commitment Letter for the Cambern Apartments Affordable Housing Project Proposal in substantially the form attached and authorize the City Manager and City Attorney jointly to make necessary and appropriate revisions without increasing the City’s financial commitment for submittal with CHW’s tax credit application. This item was approved on the City Council Consent Calendar. SUCCESSOR AGENCY CONSENT CALENDAR A motion was made by Agency Member Johnson, seconded by Vice Chair Tisdale to approve the Successor Agency Consent Calendar. PUBLIC HEARING 14) Planning Application No. 2021-43 (Canyon Hills Estates) – A request to revise a previously approved Tentative Tract Map No. 34249 to subdivide the 81.32-acre portion into 133 single-family residential lots, three open space lots, two water quality basins, and one 5.82-acre park and the design and construction of 133 single-family homes and related site improvements located within the Canyon Hills Estates Specific Plan 1. Find that the project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15182(c) (Residential Projects Implementing Specific Plans; 2. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING FINDINGS THAT PLANNING APPLICATION NO. 2021-43 (TENTATIVE TRACT MAP NO. 34249, REVISION NO. 1 AND RESIDENTIAL DESIGN REVIEW NO. 2022-06) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); 3. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING TENTATIVE TRACT MAP NO. 34249, REVISION NO. 1 FOR THE SUBDIVISION OF 81.32-ACRES INTO 133 SINGLE- FAMILY RESIDENTIAL LOTS, THREE OPEN SPACE LOTS, TWO WATER QUALITY BASINS, AND ONE 5.82-ACRE PARK WITHIN THE CANYON HILLS ESTATES SPECIFIC PLAN LOCATED AT APNS 365-230-005, 006, 009, 011, AND 012; and 4. The Public Hearing was opened at 7:47 p.m. Community Development Director Abraham presented the staff report. Gregory Hohman, Tri Pointe Homes, applicant, presented the project. James Winkler was called to speak. The motion carried by the following vote: Aye: 5 Council Members Johnson, Magee, and Sheridan; Mayor Pro Tem Tisdale; and Mayor Manos Nay: 0 None PUBLIC COMMENTS - NON-AGENDIZED ITEMS - THREE MINUTES Magdalena Bianchi was called to speak. Susan Lovett was called to speak. CITY ATTORNEY COMMENTS City Attorney Leibold had no comments. CITY MANAGER'S COMMENTS City Manager Simpson had no comments. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Sheridan reported on his attendance at the Riverside Transit Agency Southwest T-Now meeting on March 27, 2024 and Board of Directors meeting on March 28, 2024; noted that the Riverside Transit Agency is hosting Free Ride Fridays; shared photos from the Lake Elsinore Historical Society’s Second Ruth Atkins Speaker Series event; and reported on the Storm’s Opening Weekend results. Council Member Johnson reported on her attendance at the Western Riverside County Regional Conservation Authority meeting on April 1, 2024; provided updates from the Homeless Task Force for March 2024; invited the community to participate in the COPS for Kids Celebrity Golf Tournament on May 3, 2024 at Dos Lagos Golf Course; invited community members to attend the Chamber of Commerce’s 2024 Salute to the Elected event from 6:00 – 9:00 p.m. on Friday, June 14, 2024 at Pins and Pockets; congratulated this month’s Students of the Month; and provided an update on poppies in Walker Canyon. Council Member Magee shared that the Riverside County Transportation Commission Execute Committee will be meeting on Wednesday, April 10, 2024; announced the April Fuels Day Sand Drags event which will be held April 12-14, 2024 at the Lake Elsinore Motorsports Park; and invited the community to participate in the 11th Annual Dream Extreme Fishing Derby on Saturday, May 18, 2024 at Launch Pointe. Mayor Pro Tem Tisdale reported on his attendance at the Western Riverside Council of Governments Executive Committee meeting on April 1, 2024. Mayor Manos reported on his attendance at the Southern California Association of Governments Regional Council and Transportation Committee meetings on April 4, 2024; encouraged residents to participate in the Color Run from 7:00 a.m. – 12:00 p.m. on April 28, 2024 at the Diamond Stadium Levee; provided an update on the Lake Water and Microcystin; invited the community to listen to the Connect LE Podcast on April 15, 2024; and announced the Noche de Estrellas event on May 5, 2024 at Diamond Stadium. Main Street. Closed Session will commence at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open Session business meeting will commence at 7:00 p.m.
