Citizens’ comments, input and interests provide the City Council with valuable information regarding issues of the community. Meeting Information Meetings are held on the 2nd and 4th Tuesday of every month, and the agenda is posted 72 hours prior to each meeting outside of City Hall. The agenda and related reports are also available on the City’s website at www.Lake-Elsinore.org. Meetings are conducted in person, televised live on Spectrum Cable Station Channel 29 and Frontier Cable Channel 31, and streamed online at http://www.lake-elsinore.org/city-government/city-council/webcast-videos. If you are attending the meeting in person, please park in the parking lot across the street from the Cultural Center to assist us in limiting the impact of meetings on the Downtown Business District. Public Comments – Addressing the City Council Any person wishing to address the City Council on items not included on the Agenda may do so during Public Comments for 1 minute at the beginning of the meeting or during Public Comments for 3 minutes at the end of the meeting. We respectfully ask those interested in addressing the City Council to either submit a request to speak online at http://www.lake-elsinore.org/city- government/agendas-and-minutes or complete and present a “Request to Speak” form to the City Clerk at the meeting. This Form is available on the table located inside the Council Chamber. Members of the public may also provide comments on Agenda items by noting the item on the “Request to Speak” form and will be called to address the City Council when the item is considered by the City Council during the meeting. Written Communications If you would like to submit written public comments, you may do so prior to the meeting either by entering them online at the link above or emailing them to the City Clerk at calvarez@lake- elsinore.org. Any written communications or additional documents distributed to the City Council within 72 hours of the meeting will also be made available to the public in accordance with Government Code Section 54957.5. City Council Agenda - Final April 09, 2024 City of Lake Elsinore Page 4 8) Annual Professional Design Services On-Call Agreement in Support of City of Lake Elsinore’s Minor Construction Projects Approve and authorize the City Manager to execute the Professional Design Services On-Call Agreements with STK Architecture Inc., in the amount not to exceed $50,000 in the form attached and in such final form as approved by the City Attorney. 9) Haul Route for EVMWD Regional Water Reclamation Facility Expansion Project 1. Approve the request for the haul route; and, 2. Approve and authorize the Mayor and City Manager to execute the Haul Route Agreement. 10) Acceptance of the Street Outreach Grant From Riverside County's Continuum of Care Approve and authorize the City Manager to execute an agreement with the County of Riverside Continuum of Care to accept a grant in the amount $205,170 for Street Outreach services. 11) Loan Commitment Letter for Cambern Apartments Affordable Housing Project Proposal Approve the Loan Commitment Letter for the Cambern Apartments Affordable Housing Project Proposal in substantially the form attached and authorize the City Manager and City Attorney jointly to make necessary and appropriate revisions without increasing the City’s financial commitment for submittal with CHW’s tax credit application. SUCCESSOR AGENCY CONSENT CALENDAR 12) Minutes of the Regular Successor Agency Meeting of March 26, 2024 Approve the Minutes. 13) SA Warrant Report Dated March 01, 2024, to March 15, 2024 Receive and file. PUBLIC HEARING(S) 14) Planning Application No. 2021-43 (Canyon Hills Estates) – A request to revise a previously approved Tentative Tract Map No. 34249 to subdivide the 81.32-acre portion into 133 single-family residential lots, three open space lots, two water quality basins, and one 5.82-acre park and the design and construction of 133 single-family homes and related site improvements located within the Canyon Hills Estates Specific Plan 1.
