This letter is written on behalf of the Downtown Merchants Association to oppose the
building of the transitional house facility proposed by the Dream Center.
This housing project proposed will provide housing for individuals who are coming out of
incarceration, detox programs, shelters or other rehab programs will directly have a
negative impact on our business and residential community in the Historical Main st
corridor.
We want you the City Council to carefully consider what is at risk. For business owners
what is at risk is our property values, life savings, our hopes, and our dreams to own a
thriving business in the heart of this precious community. We work tirelessly every day
already faced with the challenges of working toward the revitalization of the downtown,
establishing a strong and vibrant business community.
This project does not enhance, contribute, or sustain the economic growth that a thriving
downtown should have and does not benefit the community.
What is not in question is the need for such a program but what is in question is the
location of this project, the safety of our community and the vitality of our Historic
Downtown. Although this project is their dream it is not the dream of business owners on
Main Street.

Dear members of The Lake Elsinore City Council,
My name is Oliver Cardenas, and I am honored to represent RezilientKidz, a non-profit organization
that partners with local organizations in 39 states across the United States. Our mission is to provide
evidence-based parenting programs that empower parents to raise competent, confident, and
happy children. As a regional representative and bilingual trainer for RezilientKidz, I have the
privilege of working with community leaders who share our vision of transforming families' lives by
providing resources and education to them.
Since 2023. We have been fortunate to partner with The Dream Center in Lake Elsinore, a
community-driven organization that is committed to helping families become better equipped to
raise capable and confident kids. The Dream Center has already graduated 30 parents from our
premier parenting program, "Raising Highly Capable Kids," and is currently offering more classes to
support families. For over 13 years, our premier parenting program has helped over 40,000 parents
in the United States improve their parenting skills. We aim to provide parents with the necessary
tools, resources, and knowledge to develop strong and positive relationships with their children.
The Dream Center in Lake Elsinore has a big vision for the families and the community in Lake
Elsinore. They are committed to completing their Ambassador Training Center project, which will
make a significant difference in the lives of families and children in the area. Therefore, I would like
to request your reconsideration to approve the establishment of the Ambassador Training Center
project in the city. By doing so, we can reach more families and positively impact the lives of even
more children.
We are grateful for your leadership and confident that your decision will leave a legacy of hope and
a bright future for the families of Lake Elsinore, a city where dreams come true.

My husband, Bill and I, Linda, are very pleased and excited about this project. We have carefully
researched the plans that are clearly defined by the Dream Centr.
My husband, formally an Orange County juvenile probation officer, and myself a school
administrator, was a member of the Orange County planning council.
We moved here in 1989.
We were able to open a Christian School, which we operated for 20yrs.
All that to say we know much of the challenges that face our communities and what it takes to
meet the many and varied needs.
Therefore We submit
under the use and propriety of The Dream Centr, the city of Lake Elsinore will find great support
from the efforts planned by the Dream Cntr.
Our experience with the leadership and staff of the DC has been overwhelmingly positve...in so
many ways: they are very intentional and thoughtful in all of their many programs.
Their goals are to build up others, no matter their situation.
Our community is in great need of this "hand up" approach to personal conduct.
We certainly believe having the Ambassador Hotel for the Dream Centr is the best and highest
use of this property.
We and a group of friends ,10 to 12 others... usually join us as volunteers at the Pantry.
We come from all parts of the Temecula Valley.
It has been our privilege to serve in whatever capacity is needed.
