PRESENTATIONS/CEREMONIALS 1) 2024 Draft Traffic Relief Plan Receive a presentation from Riverside County Transportation Commission’s Deputy Executive Director Aaron Hake. Executive Director Anne Mayer presented the 2024 Draft Traffic Relief Plan. CITY COUNCIL CONSENT CALENDAR A motion was made by Council Member Johnson, seconded by Council Member Magee to approve the City Council Consent Calendar with Agenda Item No. 6 being removed for discussion. The motion Carried by the following vote: Aye: 5 Council Members Johnson, Magee, and Sheridan; Mayor Pro Tem Tisdale; and Mayor Manos Nay: 0 None 2) Minutes of the Special City Council Meeting of February 22, 2024 and Regular City Council Meeting of February 27, 2024 Approve the Minutes. This item was approved on the City Council Consent Calendar. 3) CC Warrant Report Dated February 02, 2024 to February 08, 2024 Receive and File. This item was approved on the City Council Consent Calendar. 4) CC Investment Report for January 2024 Receive and file the Investment Report for January 2024. This item was approved on the City Council Consent Calendar. 5) Second Reading of an Ordinance Increasing City Council Compensation Adopt by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING LAKE ELSINORE MUNICIPAL CODE (LEMC) SECTION 2.08.020 FOR THE PURPOSE OF INCREASING CITY COUNCIL COMPENSATION TO $1,600 PER MONTH. This item was approved on the City Council Consent Calendar. City Council Minutes - Draft March 12, 2024 City of Lake Elsinore Page 4 6) Appointment of City Treasurer to Complete the Current Term and Receive Additional Information Regarding Whether the Position of City Treasurer Should Be Elective or Appointive 1. Approve the Budget Subcommittee's recommendation to appoint Edwin Castro as the City Treasurer to complete a term ending in December 2024; and 2. Direct staff to prepare a Resolution with proposed ballot measure wording to change the City Treasurer position from elective to appointive to be submitted to the Riverside County Regisrar of Voters for inclusion on the November 5, 2024 General Municipal Election ballot. This item was removed from the City Council Consent Calendar for discussion. 7) Reimbursement of Low and Moderate Income Housing Asset Fund for Spring Street Properties to Be Utilized as Parking for New Library Project 1. Find that the twelve City parcels located on Spring Street between Sumner and Heald adjacent to the flood control channel (APN 374-162-039, -041, -043, -045, - 047, -049, -051, -053, -055, -057, -059, and -061) are not suitable for affordable housing purposes and can best serve and promote the health, safety, and welfare of City residents by providing necessary parking for the new downtown Library project; and 2. Authorize and direct the City Manager to reimburse the Low and Moderate Income Housing Asset Fund in the amount of $350,000. This item was approved on the City Council Consent Calendar. 8) Professional Services Agreement with Inland Foundation Engineering, Inc. for Geotechnical Investigation Services of the New City Library Project (CIP Project Z20003) Approve and authorize the City Manager to execute a Professional Services Agreement with Inland Foundation Engineering, Inc. in the amount of $18,000.00 for Geotechnical Investigation Services of the New City Library Project in such final form as approved by the City Attorney; and authorize the City Manager to approve change orders up to 10% of the agreement in the amount of $1,800.00. This item was approved on the City Council Consent Calendar. 9) Professional Services Agreement with Engineering Resources of Southern California, Inc. (ERSC) for the Civil Engineering Services of the City Park Parking Lot Project (CIP Project Z40037) Approve and authorize the City Manager to execute a Professional Services Agreement with Engineering Resources of Southern California, Inc. (ERSC) for Civil Engineering Services of the City Park Parking Lot Project (CIP Project Z40037) in an amount not to exceed $97,760.00 as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $9,776.00 for unanticipated costs. This item was approved on the City Council Consent Calendar. 11) Amendment No. 1 to the Professional Services Agreement with HELIX Environmental Planning, Inc. for the Mary McDonald Senior Apartments Project Approve and authorize the City Manager to execute Amendment No. 1 to the Agreement for Professional Services with HELIX Environmental Planning, Inc. for additional services to prepare National Environmental Policy Act (NEPA) compliance documents for a total contract amount not to exceed $67,150, in final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 12) Amendment No. 1 to the Agreement for Professional Services with STC Traffic, Inc. for Traffic Signal Coordination Timing Plans for I-15/Main Street Interchange Approve and authorize the City Manager to execute Amendment No. 1 to Professional Design Services Agreement with STC Traffic, Inc. for $27,000 for additional required effort to develop and implement traffic signal coordination timing plans associated with the Main Street Interchange Project in such final form as approved by the City Attorney, plus an additional 10% contingency for unforeseen expenditures. This item was approved on the City Council Consent Calendar. 13) Professional Services Agreement With EGP Consulting, Inc., for Environmental Services on the I-15 Main Street Interchange Landscape Improvement Project Approve and authorize the City Manager to execute an agreement with EGP Consulting, Inc., in an amount not to exceed $39,673.60 for Environmental Services for the I-15 Main Street Interchange Landscape Improvement Project in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not exceeding a 10% contingency of $3,967.36 for uncertainties and adjustments. City Council Minutes - Draft March 12, 2024 City of Lake Elsinore Page 7 PUBLIC HEARING 17) Extension of Time Request for Tentative Tract Map No. 37922, Conditional Use Permit No. 2019-19, and Commercial Design Review No. 2019-27 (Lake and Mountain Commercial Center) 1. Find that pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15162, the extension of time request would not have a significant effect on the environment and no new environmental documentation is necessary because all potentially significant effects have been adequately analyzed in a previously certified Environmental Impact Report (ER 2020-03) (SCH No. 2020080538); 2. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING A TWO-YEAR EXTENSION OF TIME FOR TENTATIVE TRACT MAP NO. 37922 TO JANUARY 25, 2026; 3. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING A TWO-YEAR EXTENSION OF TIME FOR CONDITIONAL USE PERMIT NO. 2019-19 TO JANUARY 25, 2026; and 4. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING A TWO-YEAR EXTENSION OF TIME FOR COMMERCIAL DESIGN REVIEW NO. 2019-27 TO JANUARY 25, 2026. The Public Hearing was opened at 7:38 p.m. City Clerk Alvarez noted that six written communications were received in opposition to the item, entered into the record, and distributed to the City Council and the public. Assistant Community Development Director Abraham presented the staff report. Ace Vallejos was called to speak. Kim Cousins was called to speak. The Public Hearing was closed at 7:49 p.m. A motion was made by Council Member Johnson, seconded by Council Member Magee to deny staff’s recommendations. City Council Minutes - Draft March 12, 2024 City of Lake Elsinore Page 8 CITY ATTORNEY COMMENTS City Attorney Leibold highlighted the Riley Senior Apartments project that was approved and shared the benefits that it will provide. CITY MANAGER'S COMMENTS City Manager Simpson advised that a special needs park is part of the Capital Improvement Program budget and noted that the speakers’ contributions will be sought as part of the Request for Proposals process; introduced Gina Gonzalez as the new Director of Economic and Legislative Affairs; and wished Council Member Magee a Happy Birthday. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Johnson shared updates from the Homeless Task Force; invited the community to attend the Riverside County Second District Homeless Symposium at 9:00 a.m. on February 29, 2024 at the Terramor Terrace Club in Temescal Valley; congratulated Students of the Month; and invited the community to attend the Bunny Trunk Hop event at 10:00 a.m. on March 30, 2024 on Downtown Main Street. Council Member Magee reported on his attendance at the Riverside County Transportation Commission Budget and Implementation Committee meeting on February 26, 2024; shared the Animal Friends of the Valleys vaccine clinic hours; invited residents to attend the SCSDA Sand Drags on March 15-17, 2024 at Lake Elsinore Motorsports Park; announced the AutoX Challenge races on March 17, 2024 at Diamond Stadium; invited the community to attend the Rockabilly Rundown event at 12:00 p.m. on March 23, 2024 at Diamond Stadium; and wished viewers and attendees a Happy St. Patrick’s Day. Council Member Sheridan shared that the Riverside Transit Agency is hosting Free Ride Fridays thru June 28, 2024 and reported on the Riverside Transit Agency T-Now meeting he attended on February 28, 2024; advised that from March 3-31, 2024 RTA Route 8, bus stop 1262 at Lakepoint Park will be temporarily out of service due to construction; shared his attendance at the Riverside County State of Education Address which was held on March 6, 2024; reported on his attendance at the Lake Elsinore and LEUSD Committee meeting on March 5, 2024; shared photos from his discussion at Ortega High School; reported on the Live Under the Stars event that was held on Main Street on Saturday, March 9, 2024; and invited the community to attend the Lake Elsinore Historical Society’s second Ruth Atkins Speaker Series event at 7:00 p.m. on Wednesday, March 27, 2024 in the Cultural Center. Mayor Pro Tem Tisdale reported on his attendance at the Western Riverside Council of Governments Executive Committee meeting on March 4, 2024; and shared asphalt & paving renovation work hours at Lakepoint Park March 4-15, 2024 and March 25-27, 2024, noting that there will be walk-in access only and no parking during such hours. Mayor Manos reported on his attendance at the Southern California Association of Governments Regional Council and Transportation Committee meetings on March 7, 2024 and February 1, 2024, respectively; presented an update on the Nanobubbler in the Lake; and encouraged the community to participate in the Color Run on April 28, 2024 from 7:00 a.m. to 12:00 p.m. at the Diamond Stadium Levee.
