Subject:General Plan Update - City Council Study Session No. 3
Recommendation
Discuss and provide direction to staff regarding the General Plan Update.
Background
The City recently launched the General Plan Update program. As part of the engagement
process, the project team is hosting up to five (5) City Council study sessions to identify and
discuss issues, proposed plans, and other subjects at key points during the planning process.
The first study session conducted on December 12, 2023, explored what the City Council
members envision for Lake Elsinore’s future. The second study session held on February 22,
2025, explored key findings from the Existing Conditions Atlas, Draft Market Analysis Findings,
and Proposed Transportation Improvements.
Discussion
This third study session will include a review of historical residential and non-residential
development activity and presentation of 2045 projections for population, housing, and non-
residential development. This session will also include a visioning/land use activity to create a
land use “vision” map.
Fiscal Impact
