ROLL CALL Present: 5 - Council/Agency Members Johnson, Magee, and Sheridan; Mayor Pro Tem/Vice Chair Tisdale; and Mayor/Chair Manos Absent: 0 - None CLOSED SESSION REPORT City Attorney Leibold reported that all three items were discussed; however, no reportable action was taken. PRESENTATIONS/CEREMONIALS 1) Reality Rally Gillian Larson announced the end of Reality Rally and thanked the City Council and staff for their support and enthusiasm.. 2) Riverside County Arts & Culture Month Present a Proclamation proclaiming the month of March 2024 as “Riverside County Arts & Culture Month” in the City of Lake Elsinore. Mayor Manos presented the Proclamation to Rebeckah Ross, Principal Development Specialist for the Riverside County Office of Economic Development. CITY COUNCIL CONSENT CALENDAR A motion was made by Council Member Johnson, seconded by Mayor Pro Tem Tisdale to approve the City Council Consent Calendar with Item Nos. 9 and 10 being removed for discussion. This item was approved on the City Council Consent Calendar. 7) Second Reading of an Ordinance Amending Lake Elsinore Municipal Code Section 2.42.070 Regarding Failure to Fill a Vacancy of the City Treasurer Seat Adopt by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING LAKE ELSINORE MUNICIPAL CODE SECTION 2.42.070 REGARDING FAILURE TO FILL A VACANCY OF THE CITY TREASURER SEAT. This item was approved on the City Council Consent Calendar. 8) Amendment No. 1 to the Agreement With Area 63 Productions, LLC. for On-call Training and RV Repair Services. Approve and authorize the City Manager to execute Amendment No. 1 to the agreement with Area 63 Productions, LLC. to increase compensation from $80,000 to an amount not to exceed $125,000 for On-Call Training and RV Repair Services in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not exceeding a 10% contingency of $12,500 for uncertainties. This item was approved on the City Council Consent Calendar. 9) Compensation for Members of the City Council Introduce by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING LAKE ELSINORE MUNICIPAL CODE (LEMC) SECTION 2.08.020 FOR THE PURPOSE OF INCREASING CITY COUNCIL COMPENSATION TO $1,600 PER MONTH. This item was removed from the City Council Consent Calendar for discussion. City Council Minutes - Draft February 27, 2024 City of Lake Elsinore Page 4 10) Notice of Decision – Planning Commission Denial of Planning Application No. 2022-02 (Ambassador Discipleship Center) to remodel an existing 14,565 sq. ft. four-story building with a 2,087 sq. ft. addition (16,652 sq. ft. total) and a 3,906 sq. ft. storage building and to establish and operate a congregate living and educational facility located at 164 and 184 South Main Street On February 20, 2024, a timely appeal of the decision of the Planning Commission to deny Planning Application No. 2022-02 was filed with the City. In accordance with Sections 17.410.090.A and B of the Lake Elsinore Municipal Code (LEMC), this report is submitted for informational purposes only. There is no action requested from the City Council as a timely appeal was filed for this application. This item was removed from the City Council Consent Calendar for discussion. 11) Bunny Trunk Hop Road Closure Approve the road closure for the Bunny Trunk Hop event on Saturday, March 30, 2024. This item was approved on the City Council Consent Calendar. 12) Agreement with ESi Acquisition, Inc. for a WebEOC Subscription Approve and authorize the City Manager to execute an agreement with ESi Acquisition, Inc. for a WebEOC subscription in an amount not to exceed $186,861.43 and in such final form as approved by the City Attorney, and authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $18,686.14 for unanticipated costs. This item was approved on the City Council Consent Calendar. 13) Notice of Completion on Via De La Valle Landscape Improvement (CIP Project #Z10009) Accept the improvements to the Via De La Valle Landscape Improvement Project (#Z10009) completed by Jon Gilmer Construction and authorize the City Clerk to record the Notice of Completion. This item was approved on the City Council Consent Calendar. 14) Amendment No. 1 to the Contractor Services Agreement with M & M Air Conditioning, Inc. for On-call Services Approve and authorize the City Manager to execute Amendment No. 1 to the Contractor Services Agreement with M & M Refrigeration, Air Conditioning & Heating for Citywide Facilities Repairs and Services in an amount not to exceed $20,000.00 in such final form as approved by the City Attorney. City Engineer Habib presented the staff report and introduced Diwu Zhou, PE RSP, of Fehr & Peers who provided additional information. Kim Cousins was called to speak. A motion was made by Council Member Sheridan, seconded by Council Member Johnson to approve and adopt the Plan. CITY ATTORNEY COMMENTS City Attorney Leibold had no comments. CITY MANAGER'S COMMENTS City Manager Simpson had no comments. City Council Minutes - Draft February 27, 2024 City of Lake Elsinore Page 7 CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Johnson provided an update on the lake levels and test results; announced the Bunny Trunk Hop event which will be held on March 30, 2024 from 10:00 a.m. to 1:00 p.m. on Downtown Main Street; and shared Eric S.’s homeless success story. Council Member Magee reported on his attendance at the Riverside County Transportation Commission Budget Committee meeting on February 26, 2024; invited residents to watch or participate in the SCCA Los Angeles Chapter (Cal Club) races on March 3, 2024 at the Lake Elsinore Diamond Stadium; and invited the community to attend the Spring CHACS 300 ft. Sand Drags event March 15-17, 2024 at the Lake Elsinore Motorsports Park. Council Member Sheridan reported on his attendance at the Riverside Transit Agency Executive Committee and Board of Directors meetings on February 22, 2024; shared a video promoting the Live Under the Stars event to be held on March 9, 2024 from 6:00 p.m. – 9:00 p.m. on Downtown Main Street; announced the Lake Elsinore Historical Society’s speaker series event which will be held on March 14, 2024 at 7:00 p.m. in the Cultural Center; invited teen girls to attend the Dresses & Dreams Project’s Operation Prom Girl event on April 13, 2024 from 9:30 a.m. – 3:00 p.m. at the Calvary Chapel Temecula; announced that Lake Elsinore Storm’s opening day is April 5, 2024 at 6:45 p.m. and shared that half season tickets are available for purchase; shared information regarding the Storm Kidz Club; and announced that he will be speaking to Ortega High School Juniors and Seniors on March 11, 2024 from 9:00 a.m. to 11:30 a.m. Mayor Pro Tem Tisdale reminded residents to dump rainwater collected due to the current storms; encouraged community members to report issues using the Alert LE app; and thanked Public Works employees, Firefighters, and Sheriff’s Officers for keeping the community safe. Mayor Manos shared additional information regarding Riverside County Arts & Culture Month; and reported on the City Council’s discussion regarding the General Plan Update at its February 22, 2024 Special Meeting. ADJOURNMENT The Lake Elsinore City Council adjourned at 8:07 p.m. to the next Regular meeting of Tuesday, March 12, 2024 in the Cultural Center located at 183 N. Main Street. Closed Session will commence at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open Session business meeting will commence at 7:00 p.m.
