Page 1 of 2 REPORT TO CITY COUNCIL To:Honorable Mayor and Members of the City Council From:Jason Simpson, City Manager Prepared by:Candice Alvarez, MMC, City Clerk Date:February 13, 2024 Subject:Appointment to the Measure Z Citizens Committee Recommendation Appoint Timarie Wooley (District 4) to serve on the Lake Elsinore Measure Z Citizens Committee for a term expiring December 31, 2025. Background Following the passage of Measure Z in November 2020, a Citizen Committee was established to review and advise upon the spending and use of Measure Z funding per the Ordinance establishing the transactions and use tax. This Committee provides financial transparency and ensures this funding is used appropriately to the community's established goals and needs. According to City Council Policy No. 200-5A, members shall be at least 18 years of age, not serve on any other Commission or be an officer or employee of the City or a person under an employment contract. Members must reside within the City Council District represented by the appointing City Council Member. Members shall be subject to a routine background check administered by the Police Department. Discussion According to City Council Policy No. 200-5A, the Committee includes one (1) resident member from each City's five council districts. The district's elected Council Member nominates each member. The City's elected City Treasurer also serves as an Ex-Officio, non-voting member of the Committee. Three (3) terms of appointment (Districts 2, 4 and 5) ended on December 31, 2023. The City Clerk's Office posted a Notice of Accepting Applications for the Measure Z MZCC Appointment Page 2 of 2 Citizen Committee from November 21, 2023, through December 22, 2023. Four applications were received during the application period. Appointments for Districts 2 and 5 were made at the January 9, 2024 Council meeting. After reviewing applications and conducting an interview, Council Member Johnson selected Timarie Wooley for formal appointment by the full City Council. Fiscal Impact There are no fiscal impacts related to this item at this time. Attachments Attachment 1 - Timarie Wooley (District 4) Why are you interested in serving on this Commission/Committee?* My interest in this commission lies within my deep devotion and connection with this community. While I have not personally lived in this community for a long period of time, my immediate family as well as husband have lived here for over thirty years. I would like to be apart of improving Lake Elsinore and ensuring that funds are allocated properly and in a way that directly benefits the citizens of Lake Elsinore. As I continue to grow my family I would like for Lake Elsinore to where our roots continue to grow and I believe that my action as a community member can positively impact the city. Please list any qualifications you may have to serve on the Commission/Committee you are applying for, i.e. education, related service or work experience, budgeting or financial experience, community involvement, etc.* Over the years working for the City of Murrieta and the Murrieta/Wildomar Chamber of Commerce I have developed a greater understanding for municipal codes, planning, and citizen expectations. I believe these experiences make me uniquely qualifies in conjunction with my educational background in business, specifically Finance. I have a extensive experience in analyzing financial documents that will help me advise on spending and budgeting. For example, if you are applying for the Measure Z Citizen Committee, please list any financial or budgeting experience. Please note Appointees will be required to take an Oath of Office and file a completed Statement of Economic Interest form, if appointed to a position specified in the City’s Conflict of Interest Code. Appointees are not considered to be City employees for purposes of benefits, such as workers compensation and health insurance.
