CONSENT CALENDAR ITEMS All matters on the Consent Calendar are approved in one motion, unless a Commissioner or any members of the public requests separate action on a specific action. 1. Minor Design Review of a Single Family Residence located at 91 Elm Street (APN 373-221-034) • A Minor Design Review consideration for one (1) single-family residence pursuant to Chapter VII (Revisions to the East Lake Specific Plan Development Regulations) Section 7.4.4 (Revisions to Residential 3 (RES-3) of Amendment Two (2) of the final East Lake Specific Plan), Section 7.8.6 (Revisions to Circulation and Parking Space Layout for PAGE 2 – Planning Commission Agenda March 7, 2006 Amendment Two (2) of the final East Lake Specific Plan), Chapter VII (Development Regulations) Section 7.4.1 (Development Standards Common to all Residential Districts), and Chapter VI (Design Guidelines) of the final East Lake Specific Plan Amendment One. CASE PLANNER: Justin Carlson, Associate Planner Ext. 295, jcarlson@lake-elsinore.org RECOMMENDATION: Approval PUBLIC HEARING ITEMS 2. Variance No. 2005-02 and Minor Design Review for a new 1,681 square foot two- story Single-family residence located at 1250 Cole Street. • A Variance and Minor Design Review consideration for a new single-family residence pursuant to Chapter(s) 17.82 (Design Review), 17.14 (Residential Development Standards), 17.23 (R-1 Single Family Residential District) and 17.66 (Parking Requirements) and Chapter 17.76, (Variances), of the Lake Elsinore Municipal Code (LEMC). CASE PLANNER: Agustin Resendiz, Associate Planner Ext. 232, aresendiz@lake-elsinore.org RECOMMENDATION: Approval 3. Commercial Design Review No. 2005-09, Conditional Use Permit No. 2005-20, Variance No. 2005-07, Uniform Sign Program No. 2005-02 for the project know as the Viscaya Village Center. • Commercial Design Review No. 2005-09. The applicant is requesting the approval of a Commercial Design Review to allow for the design and development of a 13,692 square foot commercial retail center on 1.5-acres. The Design Review includes two buildings with retail and restaurant space, and related improvements, and is pursuant to the Lakeshore Village Specific Plan, Chapter 17.82 (Design Review), Chapter 17.38 (Non-Residential Design Review), and Chapter 17.44 (C-1, Neighborhood Commercial District) of the LEMC. • Conditional Use Permit No. 2005-20. The applicant is requesting the approval to allow for the establishment of outdoor dining for Pad “A”. The review and analysis is pursuant to the Lakeshore Village Specific Plan, Chapter 17.38 (Non-Residential Design Review), Chapter 17.44 (C-1, Neighborhood Commercial District), and Chapter 17.74 (Conditional Use Permits) of the LEMC. The applicant is requesting a variance for the reduction of building, parking and landscaping setback requirements along Lakeshore Drive, pursuant to the Lakeshore Village Specific Plan, Chapter 17.38 (Non-Residential Development), and Chapter 17.76 (Variances) of the LEMC. • Uniform Sign Program No. 2005-02. The applicant is requesting approval of a Sign Program for The Viscaya Village Center pursuant to the Lakeshore Village Specific Plan, Chapter 17.38 (Non-Residential Development), Chapter 17.44 (C-1, Neighborhood Commercial District), and Chapter 17.94 (Signs-Advertising Structures), of the LEMC.
