CALL TO ORDER PLEDGE OF ALLEGIANCE ROLL CALL PUBLIC COMMENTS – NON AGENDIZED ITEMS – 3 MINUTES (Please read & complete a Speaker’s Form at the Podium, prior to the Start of the Planning Commission Meeting) CONSENT CALENDAR (All matters on the Consent Calendar are approved in one motion, unless a Commissioner or any members of the public requests separate action on a specific action.) 1. Regular Planning Commission Minutes of May 2, 2006 2. Minor Design Review of a duplex located at 409 Sumner Avenue (APN: 374 054-017) PAGE 2 – PLANNING COMMISSION AGENDA– MAY 16, 2006 • The applicant is requesting design review consideration for a residential duplex. The proposed duplex units will be available for rent. The Review is pursuant to the Historic Elsinore Architectural Design Guidelines, Chapter 17.82 (Design Review), Chapter 17.14 (Residential Development Standards), and Chapter 17.66 (Parking Requirements) of the Lake Elsinore Municipal Code (LEMC). Minor Design Review of a 9.09 acre site. • The applicant is requesting that the Planning Commission consider a request to identify an area to be set aside as open space per the Multiple Species Habitat Conservation Plan (MSHCP) and an area to be utilized as future commercial development within the Alberhill Ranch Specific Plan Area. The project qualifies for a California Environmental Quality Act (CEQA) exemption, as there are no reasonably foreseeable consequences of the proposed approval. The project will not have a significant effect on the environment and is consistent with the City’s adopted General Plan. Per CEQA guideline 15062(a), a notice of exemption will be filed. Commercial Design Review No. 2005-08 “Medical Office Building” • The applicant is requesting Design Review consideration for the design and construction of a two-story 10,000 square-foot medical office building and PAGE 3 – PLANNING COMMISSION AGENDA– MAY 16, 2006 related improvements within the Neighbo rhood Commercial (C-1/SP) zoning district of the Canyon Creek “Summerhill” Specific Plan. Review is pursuant to the Canyon Creek Specific Plan and Chapter 17.82 (Design Review) of the LEMC. CASE PLANNER: Matthew C. Tentative Parcel Map 33182 • The applicant proposes to subdivide a 2.23 acre parcel of land located at 32920 Kevin Place, into four (4) individual lots and maintain a remainder lot undisturbed, for the purpose of single-family residential development. Residential Design Review No. R 2004-24 for four (4), Tri-Level Duplexes located on Graham Avenue, APN No.373-040-006 through 009. • The applicant is requesting design review consideration for two detached duplexes and associated improvements located at 307 and 309 N. Poe Street. The proposed duplex units will be available for rent and will be subject to the provisions of recorded CC&R’s. The project will include four (4) detached dwelling units, two (2) detached garages, a common area tot lot, one (1) BBQ area, a common area open space, private yard areas and related improvements. Each dwelling unit will be 933 square feet and will include two (2) and three (3) bedrooms, a living room, a den, and two (2) bathrooms. The Review is pursuant to the Lake Elsinore General Plan, the Historic Elsinore Architectural Design Guidelines and Chapter 17.66 (Parking Requirements) of the Lake Elsinore Municipal Code (LEMC). General Plan Conformity Determination for proposed Street Vacation of Flint Street. • The applicant, an adjacent property owner, requests the street vacation of a portion of the Flint Street right-of-way. General Plan Conformity Determination for proposes Street Vacation of “old” Railroad Canyon Road. • The applicant requests acquisition of a City owned right-of-way comprising the “old” Railroad Canyon Road alignment.
