(Comments limited to 3 minutes). CONSENT CALENDAR ITEMS All matters on the Consent Calendar are approved in one motion, unless a Commissioner or any members of the public requests separate action on a specific action. 1. Minutes a. Regular Planning Commission Meeting Minutes for February 7, 2006 PAGE 2 – Planning Commission Agenda – February 21, 2006 PUBLIC HEARING ITEMS 2. Tentative Parcel Map 33182; The applicant proposes to subdivide a 2.23 acre parcel of land located at 32920 Kevin Place, into four (4) individual lots and maintain a remainder lot undisturbed, for the purpose of single-family residential development. • The applicant has requested additional time to make the necessary and required revisions to the Tentative Tract Map. Bearing in mind that there have been other delays, staff is requesting that this item be continued “off-calendar”. Staff will provide subsequent Noticing when the project is ready for hearing. Variance No. 2005-02 and Minor Design Review for a new 1,681 square foot two- story single-family residence located at 1250 Cole Street, Assessor Parcel Number 373-083-021. • A Variance and Minor Design Review consideration for a new single-family residence pursuant to Chapter(s) 17.82 (Design Review), 17.14 (Residential Development Standards), 17.23 (R-1 Single Family Residential District) and 17.66 (Parking Requirements) and Chapter 17.76, (Variances), of the Lake Elsinore Municipal Code (LEMC). Tentative Parcel Map No. 33164 • The subdivision of 1.7-acres of land into two individual parcels pursuant to the requirements of Section 16 “Subdivisions” of the Lake Elsinore Municipal Code (LEMC). Canyon Hills Estates Annexation PAGE 3 – Planning Commission Agenda – February 21, 2006 • Negative Declaration No. 2006-02 • General Plan Amendment No. 2005-08 • Annexation No.75 • Zone Change (Pre-Zone) No. 2005-09 CASE PLANNER: Kirt Coury, Project Planner Ext. 274, kcoury@lake-elsinore.org RECOMMENDATION: Approval BUSINESS ITEMS 6. Multiple Species Habitat Conversation Plan (MSHCP), Subdivision Map Act, and General Plan Conformity Determinations for Requested Donation by Grant Deed to the City of Lake Elsinore for Approximately 85 Acres of Land within the City of Lake Elsinore owned by La Strada Partners, LLC. • The applicant proposes to donate to the City approximately 85.58 acres of land for wildlife conservation, open space, and right-of-way purposes as part of its development of Tentative Tract Map No. 32077. General Plan Conformity Determination for Requested Grant Deed to Pardee Homes for Approximately 3.27 Acres of City-Owned Land within the City of Lake Elsinore. • The applicant requests purchase of a City-owned 3.27 acre remnant parcel as part of its Canyon Hills development. CASE PLANNER: David Mann, City Attorney david@ceqa.com RECOMMENDATION: Approval 8. Residential Design Review No. 2005-12 “Broadstone Rivers Edge Apartments”. PAGE 4 – Planning Commission Agenda – February 21, 2006 • The applicant is requesting Design Review consideration for the design and construction of one-hundred eighty-four (184) multi-family apartment units and related improvements. Review is pursuant to the East Lake Specific Plan and Chapter 17.82 (Design Review) of the LEMC.
