All matters on the Consent Calendar are approved in one motion, unless a Commissioner or

2. Minor Design Review of a Single Family Residence located at 29226 Gunder
Avenue, also referred to as Assessor Parcel Numbers 378-083-004.
• A Minor Design Review consideration for a single-family residence pursuant to Chapters
17.82 (Design Review); 17.14 (Residential Development Standards); 17.23 (R-1 Single
Family Residential District); and 17.66 (Parking Requirements) of the Lake Elsinore
Municipal Code (LEMC).

3. Minor Design Review of a Single Family Residence located at 217 Davis Street– APN
374-113-010
• A Minor Design Review consideration for one (1) single-family residence pursuant to
Chapter 17.82 (Design Review), Chapter 17.14 (Residential Development Standards) and
Chapter 17.66 (Parking Requirements) of the Lake Elsinore Municipal Code (LEMC) and
the Historic Elsinore Architectural Design Standards.

4. Tentative Parcel Map 33182; The applicant proposes to subdivide a 2.23 acre parcel of
land located at 32920 Kevin Place, into four (4) individual lots and maintain a
remainder lot undisturbed, for the purpose of single-family residential development.
• Although staff has endured to bring this application forward, the project required additional
time to resolve issues related to Engineering and Fire Department issues. Therefore, with the
consent of the applicant, staff is requesting that this item be continued to the February 7,
2006; Planning Commission Meeting.

• The applicant requests approval of Conditional Use Permit No. 2004-28 and Commercial
Design No. 2004-04 for the expansion of an existing full service towing company and the
improvement and renovation of the existing pet cemetery.

• A Conditional Use Permit and Commercial Design Review for the construction of a drive-
through restaurant pursuant to Chapter 8.6 (C-1 : Neighborhood Commercial District) of the
Canyon Hills Specific Plan, Chapter 17.38 (Non-Residential Design Review), Chapter 17.66
(Parking Requirements), Chapter 17.66.060 (Drive-Through Establishments), Chapter 17.74,
(Conditional Use Permits) and Chapter 17.82 (Design Review) of the Lake Elsinore
Municipal Code (LEMC).

7. Mitigated Negative Declaration No. 2005-05, Zone Change No. 2005-02 and Tentative
Tract Map No. 33486
• Mitigated Negative Declaration No. 2005-05. The City of Lake Elsinore intends to adopt a
Mitigated Negative Declaration (MND) pursuant to the Guidelines established by the
California Environmental Quality Act (CEQA).
• Zone Change No. 2005-02. The applicant is requesting to change the existing zone of R-E
(Estate Single-Family Residential District) to R-1 (Single-Family Residential District)
bringing the property into conformance with the City of Lake Elsinore’s General Plan.

Review and analysis of the requested Zone Change is pursuant to Government Code Section
(s) 65350 through 65362 and Chapter 17.92 (Hearings) of the Lake Elsinore Municipal Code
(LEMC).
• Tentative Tract Map No. 33468. The applicant is requesting approval to subdivide 23.46
acres into 83 single family residential lots pursuant to Section 16 “Subdivisions” of the Lake
Elsinore Municipal Code (LEMC), Chapter 17.23 (R-1 Single Family Residential District) of
the LEMC, and Sections (s) 66424 and 66427 of the California Subdivision Map Act
(CSMA).
