(LEMC).

Single Family Residential District) and Chapter 17.66 (Parking Requirements) of the Lake
Elsinore Municipal Code (LEMC).

4. Minor Design Review for two conventionally built two-story single-family residences,
each with an attached 637 square foot three car garage located at 749 and 757 Mill Street,
Assessor Parcel Number 373-114-020 & 021.
• A Minor Design Review consideration for two 1,642 square foot, conventionally built two-story
single-family residences, which will include an attached 637 square foot three car garage for each
unit, pursuant to Chapters 17.82 (Design Review), 17.14 (Residential Development Standards),
17.23 (R-1 Single Family Residential District) and 17.66 (Parking Requirements) of the Lake
Elsinore Municipal Code (LEMC).

5. General Plan Amendment No. 2005-07,Amendment No. 8 to the East Lake Specific Plan
No. 93-3, Supplemental Environmental Impact Report (SCH No. 2005061033), and
Vesting Tentative Tract Map No. 34017
• The applicant requests approval of General Plan Amendment No. 2005-07 (GPA 2005-07) to
change the General Plan Circulation Element alignment of Bundy Canyon Road. The proposed
realignment connects westerly with the extension of Diamond Drive as approved through East
Lake SPA #6 (John Laing Homes), and determines the easterly connection to Bundy Canyon
Road in the County and subsequently to the Interstate 15 interchange. GPA 2005-07 also
changes the classification of Bundy Canyon Road through the SPA #8 area from Urban Arterial
(6-lanes, 120- Right-of-way) to Modified Major (4-lanes, 112’ R.O.W.).
• The applicant requests approval of Amendment No. 8 to the East Lake Specific Plan No. 93-3
that replans approximately 396.4 acres in the southeasterly portion of the Recreation Village
District as Phase 2 of the East Lake Specific Plan. The proposal calls for a reduction of
allowable dwelling units from 2,255 to 1,796 residences, the elimination of four acres of
commercial use, and an increase in the amount of open space by over 100 acres, from 87.8 to
194 acres. SPA #8 expands acreage designated for recreational uses, providing a long-term
home for recreation users including the existing motocross and skydive facilities. SPA #8
updates the design and development standards to meet current market demand, and to create an
upscale, amenity-rich community of lakeside living.
• The applicant requests certification of Supplemental Environmental Impact Report (State
Clearinghouse No. 2005061033 prepared for the project.
• The applicant requests approval of Vesting Tentative Tract Map No. 34017 (VTM 34017) to
subdivide a total of 396.4+ acres of vacant property into 611 single family residential lots, four
lots for R-3 residential development, a recreation center, and six open space lots.

6. Lake Elsinore Ford; Commercial Design Review No. 2005-02, Conditional Use Permit
No. 2005-06, Variance No. 2005-03, and Mitigated Negative Declaration No. 2005-06.
• Commercial Design Review No. 2005-02 – The applicant is requesting Design Review
consideration for the construction of a 72,298 square foot new automotive dealership and
related improvements. Review is pursuant to the applicable Chapters of the Lake Elsinore
Municipal Code (LEMC).

• Conditional Use Permit No. 2005-06 - The applicant is requesting approval of a conditional
use permit to allow for the establishment and operation of an automotive dealership pursuant to
Chapter 17.48 (General Commercial District), Section 17.48.030.F (Uses Subject to a
Conditional Use Permit) and Chapter 17.74 (Conditional Use Permits) of the LEMC.
• Variance No. 2005-03 – The applicant is requesting a variance for the reduction of parking and
landscaping setback requirements along Auto Center Drive and Avenue 12, pursuant to Chapter
17.38 (Non-Residential Development), and Chapter 17.76 (Variances) of the LEMC.
• Mitigated Negative Declaration No. 2005-06 – The City of Lake Elsinore intends to adopt a
Mitigated Negative Declaration (MND) pursuant to the Guidelines established by the California
Environmental Quality Act (CEQA).
