CONSENT CALENDAR ITEMS All matters on the Consent Calendar are approved in one motion, unless a Commissioner or any members of the public requests separate action on a specific action. 1. Minutes a. Regular Planning Commission Minutes of December 20, 2005; 2. Minor Design Review of a Single Family Residence located at 16772 Holborow – APN 378-261-035 PAGE 2 – Planning Commission Agenda – December 20, 2005 • Approval of a continued Minor Design Review for one (1) single-family residence pursuant to Chapter 17.82 (Design Review), Chapter 17.14 (Residential Development Standards) Chapter 17.23 (R-1 Single Family Residential District) and Chapter 17.66 (Parking Requirements) of the Lake Elsinore Municipal Code (LEMC). CASE PLANNER: Linda Miller, Associate Planner Ext. 209, lmiller@lake-elsinore.org RECOMMENDATION: Approval 3. Minor Design Review of a Single Family Residence located at 17157 Shrier Drive; (APN 378-157-001 & 002) • Minor Design Review consideration for a single family residence pursuant to Chapter 17.82 (Design Review); Chapter 17.66 (Parking Requirements), and Chapter 17.23 (R-1 Single Family Residential District) of the Lake Elsinore Municipal Code (LEMC). CASE PLANNER: Agustin Resendiz, Associate Planner Ext. 232, aresendiz@lake-elsinore.org RECOMMENDATION: Approval 4. Minor Design Review for the development of a conventionally built 2 story single-family residence and a detached one story, second unit. • The applicant is requesting Design Review consideration for the development of a two story single-family residence and a detached one story, second unit, pursuant to Chapter 17.14 (Residential Development Standards), Chapter 17.20 (R-E Estate Single-Family Residential District), Chapter 17.17 (Second Units), Chapter 17.66 (Parking Requirements) and Chapter 17.82 (Design Review) of the LEMC. Additionally, review is pursuant to the Single-Family Residential Design Guidelines (Resolution No. 99-1) and the City of Lake Elsinore Landscape Guidelines. Minor Design Review No. 2005-08 PAGE 3 – Planning Commission Agenda – December 20, 2005 • A Minor Design Review consideration for a duplex (2 units total) and associated improvements pursuant to Chapter 17.82 (Design Review), Chapter 17.14 (Residential Development Standards), and Chapter 17.66 (Parking Requirements) of the Lake Elsinore Municipal Code (LEMC) and the Historic Elsinore Architecture Design Standards. CASE PLANNER: Linda Miller, Associate Planner Ext. 209, lmiller@lake-elsinore.org RECOMMENDATION: Approval PUBLIC HEARING ITEMS 6. Mitigated Negative Declaration No. 2005-05, Zone Change No. 2005-02, and Tentative Tract Map No. 33486 • Mitigated Negative Declaration No. 2005-05. The City of Lake Elsinore intends to adopt a Mitigated Negative Declaration (MND) pursuant to the Guidelines established by the California Environmental Quality Act (CEQA). • Zone Change No. 2005-02. In applicant is requesting to change the existing zone of R-E (Estate Single Family Residential District) to R-1 (Single Family Residential District) bringing the project into conformance with the City of Lake Elsinore’s General Plan. Review and analysis of the requested Zone Change is pursuant to Government Code Section (s) 65350 through 65362 and Chapter 17.92 (Hearings) of the Lake Elsinore Municipal Code (LEMC). • Tentative Tract Map No. 33468. The applicant is requesting approval to subdivide 23.46 acres into 83 single family residential lots pursuant to Section 16 “Subdivisions” of the Lake Elsinore Municipal Code (LEMC), Chapter 17.23 (R-1 Single Family Residential District) of the LEMC, and Sections (s) 66424 and 66427 of the California Subdivision Map Act (CSMA). Industrial Design Review No. 2005-01 • Review and approval of Design Review for an industrial complex consisting of four (4) PAGE 4 – Planning Commission Agenda – December 20, 2005 buildings and associated improvements pursuant to Chapter 17.82 (Design Review) and Chapter 17.56 (M-1, Limited Manufacturing District) of the LEMC.
