Assessor Parcel Number 373-032-009.
• A Minor Design Review consideration for a Single-Family residence pursuant to
Chapters 17.82 (Design Review); Chapter 17.14 (Residential Development Standards);
and Chapter 17.23 (R-1 Single Family Residential District) of the Lake Elsinore
Municipal Code (LEMC); and Historic Elsinore Architectural Design Standards

• The applicant is proposing to construct a 1,352 square foot pre-manufactured residence
and a 520 square foot detached two-car garage for a total of 1,880 square feet of building
area. The proposed project will be located at 505 Adobe Street, within the Historic
Downtown Area zoned as “MD” Medium Density Residential District.

5. General Plan Amendment No. 2005-05 and Zone Change No. 2005-06
• General Plan Amendment No. 2005-05. The City of Lake Elsinore is initiating an
amendment to the General Plan Land Use Map by changing the land use designation of the
subject 2.26 acres, identified herein, from General Commercial to Medium High Density
(MHD), allowing a maximum of 18 dwelling units/acre. The review and analysis of this
General Plan Land Use Map Amendment is pursuant to Government Code Section(s)
65350 through 65362, the Lake Elsinore General Plan and Chapter 17.92 (Hearings) of the
Lake Elsinore Municipal Code (LEMC).
• Zone Change No. 2005-06. Conforming and consistent to the proposed amendment to
the General Plan Land Use Map, the City of Lake Elsinore is also initiating an application to
change the Zoning of the subject 2.26 acre site from C-2 (General Commercial) to R-3
(High Density Residential District). The review and analysis of the requested Zone Change
is pursuant to Government Code Section(s) 65350 through 65362 and Chapter 17.92
(Hearings) of the Lake Elsinore Municipal Code (LEMC).

6. Draft Mitigated Negative Declaration No. 2005-03/Mitigation Monitoring and
Reporting Program, General Plan Amendment No. 2005-02; Zone Change No.
2005-03 – APN 373-071-018
• General Plan Amendment No. 2005-02. The applicant requests approval to amend the
General Plan Land Use Map by changing the land use designation of a 9.11 acre site
from General Commercial (GC) (permitting retail commercial uses) to Medium High
Density (MHD) residential (permitting 18 dwelling units/net acre maximum). The
review and analysis of this General Plan Land Use Map Amendment is pursuant to
Government Code Section(s) 65350 through 65362, the City of Lake Elsinore General
Plan and Chapter 17.92 (Hearings) of the Lake Elsinore Municipal Code (LEMC).
• Zone Change No. 2005-03. In order to maintain consistency with the proposed General
Plan Amendment and to develop the site with the type of dwellings proposed, the
applicant is also requesting a Zone Change from (C-2) General Commercial to (R-3)
High Density Residential. Review and analysis of the requested Zone Change is pursuant
to Government Code Section(s) 65350 through 65362 and Chapter 17.92 (Hearings) of
the Lake Elsinore Municipal Code (LEMC).

• Mitigated Negative Declaration No. 2005-03/Mitigation Monitoring and Reporting
Program. The City of Lake Elsinore intends to adopt a Mitigated Negative Declaration
(MND)/Mitigation Monitoring and Reporting Program pursuant to the Guidelines
established by the California Environmental Quality Act (CEQA).

• General Plan Amendment No. 2004-10. The applicant requests approval to amend the
General Plan Land Use Map by changing the land use designation of a 5.4 acre site from
General Commercial (GC) (permitting retail commercial uses) to Medium High Density
(MHD) residential (permitting 18 dwelling units/net acre maximum). The review and
analysis of this General Plan Land Use Map Amendment is pursuant to Government
Code Section(s) 65350 through 65362, the City of Lake Elsinore General Plan and
Chapter 17.92 (Hearings) of the Lake Elsinore Municipal Code (LEMC).
• Tentative Parcel Map No. 32674 (For Condominium Purposes). The applicant is
requesting approval of Tentative Parcel Map (For Condominium Purposes) No. 32674
pursuant to Section 16 “Subdivisions” of the LEMC, Chapter 17.30 (Condominium and
Condo Conversions) of the LEMC, and Sections(s) 66424 and 66427 of the California
Subdivision Map Act (CSMA).
• Residential Design Review No. R 2004-011. The applicant is requesting Design Review
consideration for the construction of fifty-one (51) single family detached residential
condominium units. Review is pursuant to applicable Chapters in the LEMC.
• Conditional Use Permit Review No. 2004-27. The applicant is requesting the approval of
a conditional use permit to allow for the development of 51 single family residential
detached residential condominium units which will be part of an underlying common
area pursuant to Chapter 17.30 (Condominium and Condo Conversions) and Chapter
17.74 (Conditional Use Permits) of the LEMC.
• Mitigated Negative Declaration No. 2005-04. The City of Lake Elsinore intends to adopt

8. EZ Lube at Lake Elsinore Market Place; Commercial Design Review No. 2005-04 and
Conditional Use Permit No. 2005-04 on Assessor Parcel Number(s) 377-040-027
• Commercial Design Review No. C 2005-04 – The applicant is requesting Design
Review consideration for the construction of a 1,854 square foot express automobile
lubrication facility to be located on 0.73 acres off of Central Avenue on Pad T of the
approved Lake Elsinore Market Place. Review is pursuant to Chapter 17.38 (Non-
residential Development), Section 17.48 (C2, General Commercial District) and
Chapter 17.66 (Parking), Chapter 17.82 (Design Review), and Chapter 17.94 (Signs –
Advertising Structures) of the Lake Elsinore Municipal Code (LEMC).
• Conditional Use Permit No. CUP 2005-04 - The applicant is requesting approval of a
conditional use permit to allow for an express automobile lubrication facility pursuant to
Chapter 17.48 (C-2, General Commercial District), Section 17.48.030.F (Uses
Subject to a Conditional Use Permit) and Chapter 17.74 (Conditional Use Permits)
of the LEMC.

9. Residential Design Review No. 2004-14, located at the northwest corner of Mountain
Avenue and Raveta Lane, approximately ¼ mile northwest of the intersection of
Mountain Street and Lake Street
• The applicant is requesting design review consideration for the design and development
of seven (7) single-family lots in the R-1 (Single-Family Residential District), which are
located within two (2) previously approved Tentative Parcel Maps (TPM 31357 and
TPM 31685). The applicant proposes to construct two building plans, with reversible
plans, ranging in size from 2,268 square feet to 2,671 square feet. Review is pursuant to
Chapter 17.14 (Residential Development Standards), Chapter 17.23 (R-1 Single-
Family Residential District), Chapter 17.66 (Parking Requirements) and Chapter
17.82 (Design Review) of the LEMC. Additionally, review is pursuant to the Single-
Family Residential Design Guidelines (Resolution No. 99-1) and the City of Lake Elsinore
Landscape Guidelines.
