3. General Plan Amendment No. 2005-01, Amendment No. 3 to the Canyon Creek
Specific Plan No. 85-1 Tentative Tract Map No. 32077, and Mitigated Negative
Declaration No. 2005-01
• The applicant requests approval of General Plan Amendment No. 2005-01 (GPA 2005-01) to
change the General Plan Circulation Element roadway classification of La Strada Road from
“Major” to “Modified Secondary.”
• The applicant requests approval of Amendment No. 3 to the Canyon Creek Specific Plan No.
85-1 (SPA 85-1 Amd. 3) amending sections pertinent to Planning Area 2 of the plan.
• The applicant requests approval of Tentative Tract Map No. 32077 (TTM 32077) to subdivide a
total of 140+ acres of vacant property into 134 single family residential lots, a neighborhood
park/recreational facility, water reservoir and basin, and approximately 75.5 acres of natural
open space.
• The applicant requests adoption of Mitigated Negative Declaration No. 2005-01 (MND 2005-
01) prepared for the project.

4. Conditional Use Permit No. 2004-41 and Design Review for Industrial Project No. I
2004-04 – APN 370-080-017 & 370-080-018
• Review and approval of Conditional Use Permit No. 2004-41 required for Industrial Uses
pursuant to Section 7.5.5.b of the Liberty Specific Plan (aka East Lake Specific Plan).
• Review and approval of Design Review for a 10,260 square foot industrial building and
associated improvements pursuant to Section 7.5.5 of the Liberty Specific Plan (aka East Lake
Specific Plan).

5. Tentative Parcel Map No. 33635 (For Condominium Purposes), Residential Design
Review No. 2004-23 and Conditional Use Permit No. 2004-24 for Brookside Terrace.
• Approval of Tentative Parcel Map No. 33635 (For Condominium Purposes), pursuant to
Canyon Hills Specific Plan, Section 16 “Subdivisions” of the Lake Elsinore Municipal Code
(LEMC), Chapter 17.30 (Condominiums and Condominium Conversions) of the LEMC
and Section(s) 66424 and 66427 of the California Subdivision Map Act (CSMA).
• Residential Design Review No. 2004-23. The applicant is requesting Design Review
consideration for the design and construction of twenty-nine (29) detached residential
condominium buildings, which include 154 individually owned attached condominium units
and related improvements. Review is pursuant to the Canyon Hills Specific Plan and Chapter
17.82 (Design Review) and applicable chapters of the LEMC.
• Conditional Use Permit No. 2004-24. The applicant is requesting the approval of a
conditional use permit to allow for the establishment of 154 individually owned attached
condominium units which will participate in an underlying common area pursuant to the
Canyon Hills Specific Plan and Chapter 17.74 (Conditional Use Permits) and applicable
chapters of the LEMC.

6. Pacific Clay Annexation
• Zone Change No. 2005-05. The applicant is requesting a Zone Change (Pre-zoning),
subject to the completion of Annexation 72 to designate the property proposed for
annexation as M-3 (Mineral Resources and Related Manufacturing). The Zone Change
is pursuant to Chapter 17.84 (Amendments) and Chapter 17.92 (Hearings) of the Lake
Elsinore Municipal Code (LEMC).
• Annexation No.72. The applicant is proposing an annexation of 1,374 net acres into the
City of Lake Elsinore. The annexation, which has been initiated by the City of Lake
Elsinore, will consist of the removal of the site from the County of Riverside jurisdiction to
the city limits of Lake Elsinore. The Annexation is pursuant to the Cortese-Knox-Hertzberg
Local Government Reorganization Act of 2000 (Government Code Section 56000-56001) and
the standards and policies established by the Riverside Local Agency Formation
Commission (LAFCO).
