CONSENT CALENDAR ITEMS All matters on the Consent Calendar are approved in one motion, unless a Commissioner or any members of the public requests separate action on a specific action. 1. Minutes a. Regular Planning Commission Minutes of April 19, 2005; PAGE 2 – PLANNING COMMISSION AGENDA – May 3, 2005 CONSENT CALENDAR ITEMS CONTINUED 2. Minor Design Review of a two-story, Single-Family manufactured home for a property located at 16852 Ulmer Street • A Minor Design Review consideration for a 1,674 square foot two-story, Single-Family manufactured dwelling unit and an attached 441 square foot two-car garage for a total of 2,115 square feet of building area pursuant to Chapters 17.82 (Design Review), 17.14 (Residential Development Standards), 17.23 (R-1 Single Family Residential District) and 17.66 (Parking Requirements) of the Lake Elsinore Municipal Code (LEMC). Minor Design Review of a Single Family Residence located at 214 Davis Street • A Minor Design Review consideration for one (1) single-family residence pursuant to Chapter 17.82 (Design Review), Chapter 17.14 (Residential Development Standards) and Chapter 17.66 (Parking Requirements) of the Lake Elsinore Municipal Code (LEMC) and the Historic Elsinore Architectural Design Standards CASE PLANNER: Linda Miller, Associate Planner Ext. 209, lmiller@lake-elsinore.org RECOMMENDATION: Approval PUBLIC HEARING ITEMS 4. Sign Program No. 2005-01 and Variance No. 2005-02 • Variance No. 2005-02. The applicant requests approval of a variance, allowing for the design, construction and establishment of two (2) free-standing Freeway Identification Signs, which exceeds the height, number and square footage of signage allowed by the Lake Elsinore Municipal Code (LEMC). Furthermore, the applicant requests approval for one (1) additional Center Identification Sign, which exceeds the number of Center Identification Signs also allowed by the LEMC. The subject Variance is for the project known as the Lake Elsinore Square, located on the northeast corner of Central and Collier Avenues (Hwy 74). This review is pursuant to Chapter 17.76 (Variance), Chapter 17.82 (Design Review), Chapter 17.92 (Hearings) and Chapter 17.94 (Signs-Advertising Structures) of the LEMC. • Sign Program No. 2005-01. The applicant requests approval of a Sign Program for the Lake Elsinore Square located on the northeast corner of Central and Collier Avenues (SR-74). This PAGE 3 – PLANNING COMMISSION AGENDA – May 3, 2005 review is pursuant to Chapter 17.38 (Non-Residential Development Standards), Chapter 17.82 (Design Review), Chapter 17.94 (Signs-Ad vertising Structures), Chapter 17.48 (C-2, General Commercial District) and Chapter 17.76 (Variance) of the LEMC. Conditional Use Permit No. 2005-05 and Finding of Public Convenience and Necessity for the sale of alcoholic (beer and wine) beverages at the approved Gas Station, Mini- Mart and Automated Car Wash located on the southwest corner of Canyon Estates and Summerhill Drive(s). • Approval for the sale of alcoholic (beer and wine) beverages for off-site consumption within an approved mini-mart proposed on the southwest corner of Canyon Estates and Summerhill Drive(s) south of Washington Mutual Bank. The approval of Conditional Use Permit No. 2005- 05 would reverse a condition placed on the use of the property which prohibited the sale of alcoholic beverages. The review and analysis is pursuant to Chapter 17.38 (Non-residential Development Standards), Chapter 17.74 (Conditional Use Permit), and Section 030 of the Canyon Creek “Summerhill” Specific Plan.
