4. Draft Environmental Impact Report, State Clearinghouse (SCH) No. 2004111053,
General Plan Amendment No. 2004-02; Zone Change No. 2004-02, Tentative Parcel Map
No. 33056; Commercial Design Review No. 2004-12; Conditional Use Permit No. 2004-
38, Variance No. 2004-05 and Uniform Sign Program No. 2004-09 for the Oak Grove
Crossing Shopping Center.
• Draft Environmental Impact Report for Oak Grove Crossing (State Clearinghouse No.
2004111053). The applicant requests that the Planning Commission consider the adequacy of
the “Draft” Environmental Impact Report (EIR) and ultimately recommend that the City
Council certify the Final EIR.
• General Plan Amendment No. 2004-02. The applicant requests approval to amend the
General Plan Land Use Plan within the boundaries of the proposed Tentative Parcel Map No.
33056 (14.43 net acres) from Business Park and Limited Industrial to General Commercial. The
review and analysis of this General Plan Amendment is pursuant to Government Code

• Section(s) 65350 through 65362, the Lake Elsinore General Plan and Chapter 17.92 (Hearings)
of the Lake Elsinore Municipal Code (LEMC).
• Zone Change No. 2004-02. Conforming and consistent to the requested amendment to the
General Plan Land Use Map, the applicant is also requesting approval to change the Zoning of
the subject 14.43 net acre site within the boundaries of the proposed Tentative Parcel Map
33056 from M-1 (Limited Manufacturing) to C-2 (General Commercial). The review and
analysis of the requested Zone Change is pursuant to Government Code Section(s) 65350
through 65362 and Chapter 17.92 (Hearings) of the Lake Elsinore Municipal Code (LEMC).
• Tentative Parcel Map No. 33056. The applicant is requesting approval of Tentative Parcel
Map No. 33056, pursuant to Section 16 “Subdivisions” of the Lake Elsinore Municipal Code
(LEMC), Chapter 17.48 (C-2, General Commercial) of the LEMC and Section(s) 66424 and
66427 of the California Subdivision Map Act (CSMA).
• Commercial Design Review No. 2004-12. The applicant is requesting the approval of a
Commercial Design Review to allow for the design and development of a 160,960 square foot
commercial retail center on 14.43 net acres. The Design Review, which includes a Target Store
as well as various shops, pads and related improvements, is pursuant to Chapter 17.82 (Design
Review), Chapter 17.48 (C-2, General Commercial District), Chapter 17.38 (Non-
Residential Design Review) and Chapter 17.66 (Parking Requirements) of the LEMC.
• Conditional Use Permit No. 2004-38. The applicant is requesting the approval of a
conditional use permit to allow for the establishment of a drive thru coffee establishment
proposed for Pad B. The review and analysis is pursuant to Chapter 17.38 (Non-Residential
Design Review), Chapter 17.48 (C-2, General Commercial District), Chapter 17.66 (Parking
Requirements) and Chapter 17.74 (Conditional Use Permits) of the LEMC.
• Variance No. 2004-05. The applicant requests approval of a variance for two (2) specific signs
proposed for the “Oak Grove Crossing” Shopping Center. First, the applicant is requesting a
variance allowing for the design, construction and establishment of an off-site freeway oriented
sign to be included on the Freeway Pylon Sign proposed for the Lake Elsinore Square Shopping
Center (Home Depot). Next, the applicant is requesting approval for the Target “logo” wall
sign, which extends beyond the parapet line of the Target Building. This review is pursuant to
Chapter 17.76 (Variance), Chapter 17.82 (Design Review), Chapter 17.92 (Hearings) and
Chapter 17.94 (Signs-Advertising Structures) of the LEMC.
• Uniform Sign Program No. 2004-09. The applicant requests approval of a Uniform Sign
Program for the “Oak Grove Crossing” shopping center located on the northwest corner of
Central (SR-74) and Collier Avenues. This review is pursuant to Chapter 17.38 (Non-
Residential Development Standards), Chapter 17.48 (C-2, General Commercial District),
Chapter 17.76 (Variance), Chapter 17.82 (Design Review) and Chapter 17.94 (Signs-
Advertising Structures) of the LEMC.

5. Subsequent Environmental Impact Report, SCH#2004071082General Plan
Amendment No. 2004-05, Zone Change No. 2004-06, Amendment No. 1 to the
Tuscany Hills Specific Plan No. 89-3, Tentative Tract Map No. 31370
• The applicant requests approval of General Plan Amendment No. 2004-05 (GPA 2004-05) to
change the General Plan designation of 37.3 acres from “Low Medium Density Residential, 6
dwelling units per acre” to “Tuscany Hills Specific Plan.”
• The applicant requests approval of Zone Change No. 2004-06 (ZC 2004-06) to change the
zoning of 37.3 acres from “R1 Single Family Residential” to “Tuscany Hills Specific Plan.”
• The applicant requests approval of Amendment No. 1 to the Tuscany Hills Specific Plan No.
89-3, (SPA No. 89-3, Amd. No. 1) amending sections pertinent to the northern portion of the
plan.
• The applicant requests approval of Tentative Tract Map No. 31370 (TTM 31370) to subdivide
368.4+ acres of vacant property into 807 single family residential lots, community and
neighborhood parks, a recreational facility, and approximately 130 acres of natural open space.
• The applicant requests certification of the Final Subsequent Environmental Impact Report
(FSEIR), SCH#2004071082, prepared for the project.

6. Proposed Vacation of a Portion of 3rd Street.
• Vacate a portion of 3rd Street between Collier Avenue and the I-15 Freeway, in favor of the
Elsinore Valley Municipal Water District (EVMWD) for the construction of a water and sewer
pumping station.

• A Variance and Minor Design Review consideration for a new single-family residence pursuant
to Chapters 17.82 (Design Review), 17.14 (Residential Development Standards), 17.23 (R-1
Single Family Residential District) and 17.66 (Parking Requirements) and Chapter 17.76,
Variances, of the Lake Elsinore Municipal Code (LEMC).

8. Industrial Project No. 2004-05 – Faruk Warehouse Building, Assessor Parcel Number
377-151-063.
• A Design Review for the construction of a single level industrial building consisting of 20,013
square feet. The application complies with Chapter 17.54, C-M Commercial Manufacturing
District, Chapter 17.66, Parking Requirements, Chapter 17.82, Design Review, and with all
applicable standards of the Lake Elsinore Municipal Code (LEMC).
