CONSENT CALENDAR ITEMS All matters on the Consent Calendar are approved in one motion, unless a Commissioner or any members of the public requests separate action on a specific action. 1. Minutes a. Regular Planning Commission Minutes of October 5, 2004 PAGE 2 – PLANNING COMMISSION AGENDA – October 05, 2004 2. Minor Design Review of Two Single Family Residences located at 207 & 209 Campus Way – APN 374-122-010 & 011 • The residential project consists of a request for approval of the development of two single family residences. Each residence will be constructed on an approximately 9,148 square foot lot. The unit located at 207 Campus Way will be a conventionally built 2,101 square foot two story structures with attached 492 square foot two car garages and associated improvements. The unit located at 209 Campus Way is 1,975 square feet with attached 664 square foot three car garage and associated improvements. Minor Design Review of a Single Family Residences located at 349 Avenue 3, APN 373-184- 011. • The residential project consists of a request for approval of the development of a new single family residence (two-story unit), consisting of 2,268 square feet with a 447 square foot attached two car garage. The lot area for the property is 5,875 square feet, with a total building footprint coverage of 2,715 square feet, or 46% of the lot area. The R-1 Single-Family Residential District allows a maximum lot coverage of 50%. The proposed project satisfies this requirement. Minor Design Review of two Single Family Residences located at 16394 and 16396 Lash Street, Assessor’s Parcel Number(s) 378-224-006 and 378-224-008, respectively. • The residential project consists of a request for approval of the development of two new single family residence (two-story unit), each consisting of 2,144 square feet with a 620 square foot attached two car garage. The lot area for the properties is 8,209 square feet, with a total building footprint coverage of 1,644 square feet, or 20% of the lot area. Canyon Hills Market Place – Commercial Design Review Nos. 2004-02 and 2004-10, and Conditional Use Permit Nos. 2004-32, 2004-33, 2004-35, and 2004-36 • The Lake Elsinore Planning Commission and City Council approved the revised Canyon Hills Specific Plan in May 2003 which allowed for the proposed Canyon Hills Market Place commercial center. In July of this year, the Planning Commission and City Council then approved Tentative Tract Map No. 30496, which subdivided the affected areas into individual lots to accommodate the proposed commercial uses. Zone Change No. 2004-11, Commercial Design Review No. 2004-06 and Variance No. 2004- 06 for the Best Western Hotel. • Zone Change No. 2004-11. The City of Lake Elsinore is initiating and requesting a Zone Change for the subject property from C-1 (Neighborhood Commercial) to C-2 (General Commercial) in order to establish consistency with the General Commercial designation identified on the General Plan Land Use Map. • Commercial Design Review No. 2004-06. The applicant is requesting the approval of a Commercial Design Review to allow for the design and development of a 41,340 square foot seventy two (72) room three (3) story Best Western Hotel on 2.92 net acres of vacant land. The Design Review is pursuant to Chapter 17.82 (Design Review), Chapter 17.48 (C-2, General Commercial District), Chapter 17.38 (Non-Residential Design Review) and Chapter 17.66 (Parking Requirements) of the LEMC. • Variance No. 2004-06. The applicant is requesting a variance from the strict interpretation of Section 17.48.080 (Landscape Improvements) of the LEMC, which requires a minimum fifteen-foot (15’) landscape area between the public right-of-way and the parking lot area. The request for this variance is pursuant to Chapter 17.76 (Variance) and Chapter 17.92 (Hearings) of the LEMC. Amended and Restated Agreement to Develop and Operate Shopping Center and Settlement Agreement between the City of Lake Elsinore and Castle & Cooke Lake Elsinore Outlet Centers, Inc. • Amend the original agreement to confirm vesting of the land use designations and development standards as of October 15, 1995 and to settle claims for threatened litigation with respect to the Original Development Agreement. The amendment of the Original Development Agreement and settlement of threatened litigation will reduce the economic risk associated with development of the property. The applicant will pay the City an initial Development Agreement Fee (DAG) of $50,000 within 30 days of execution of the Agreement. Thereafter, the Developer will be required to pay a DAG fee of $3.35 per square foot of commercial retail or office space (subject to increases of 3.5% annually commencing in the fifth year) for the benefit of vesting the development requirements. Residential Design Review No. 2004-08 for one hundred and thirty-three (133) new single- family homes located within Tract Map No. 28751. • The applicant is requesting design review consideration for the design and development of a residential community consisting of one hundred and thirty-three (133) single-family homes within Tract No. 28751. The applicant proposes to provide both a single-story and a two (2) story home with varying elevations and plans. The single story home will be approximately 2,965 square feet and will offer a two (2) car garage and a one (1) car garage. The two-story homes will range in size from 3,353 square feet to 3,842 square feet. The Design Review will also include the consideration of a model home complex, typical front yard landscaping, common area landscaping, fencing, entry monumentation, a tot lot and associated improvements. Review is pursuant to Chapter 17.14 (Residential Development Standards), Chapter 17.23 (R-1 Single-Family Residential District), Chapter 17.66 (Parking Requirements) and Chapter 17.82 (Design Review) of the LEMC. Additionally, review is pursuant to the Single-Family Residential Design Guidelines (Resolution No. 99-1) and the City of Lake Elsinore Landscape Guidelines.
