CONSENT CALENDAR ITEMS All matters on the Consent Calendar are approved in one motion, unless a Commissioner or any members of the public requests separate action on a specific action. 1. Minutes • Minutes from the regular Planning Commission Meeting August 17, 2004. PAGE 2 – PLANNING COMMISSION AGENDA – September 7, 2004 2. Minor Design Review of a Single-Family Residence located at 16907 Sannelle Street. • The design review project consists of a request for approval of a single-family residence to be constructed on an 11,000 square foot vacant lot. The single-family residence is a 2,586 square foot pre-manufactured structure and a detached 484 square foot two-car garage and associated improvements. Review is pursuant to Chapter 17.82 (Design Review), Chapter 17.23, R-1 (Single-Family) Residential District) and Chapter 17.14, Residential Development Standards of the LEMC. Minor Design Review of a Single-Family Residence located at 29425 Pinnell Street. • The design review project consists of a request for approval of a single-family residence to be constructed on an irregular shaped 15,326 square foot vacant lot. The single-family residence is a two story, 3,010 square foot custom designed structure with an attached 451 square foot two-car garage and associated improvements. Review is pursuant to Chapter 17.82 (Design Review), Chapter 17.23, R-1 (Single-Family) Residential District and Chapter 17.14, Residential Development Standards of the LEMC. Minor Design Review of two (2) Single-Family Residences located at 32407 and 32545 Machado Avenue, APN 379-300-009 and 379-300-014. • The design review project consists of a request for approval for two (2) single-family residences (single story units), each consisting of 2,475 square feet, and a 590 square foot attached three-car garage and associated improvement. Review is pursuant to Chapter 17.82 (Design Review), Chapter 17.23, R-1 (Single-Family) Residential District and Chapter 17.14, Residential Development Standards of the LEMC. Tentative Parcel Map No. 32575, Ms. Alicia Graff • The proposed project entails the subdivision of two parcels of land, which total approximately 2.46 acres in size into 4 residential parcels. The two parcels are located Larson Street. Pursuant to CEQA, this is exempt pursuant to Section 15315 (Minor Land Divisions). This section exempts the division of property in urbanized areas zoned for residential, commercial, and industrial use into four or fewer parcels when the division is in conformance with the General Plan and Zoning. Zone Change No. 2004-09, Tentative Tract Map No. 31792 and Mitigated Negative Declaration No. 2004-06 for Wasson Canyon Investments, L.P. (Eastbridge Partners). • ZC 2004-09 is a request to change the zoning of the property from “RR – Rural Residential” to “R-1 Single-Family Residential”. • TTM No. 31792 is a proposal to subdivide 59.4 ± acres of vacant land into 191 single- family residential lots and 8 open space lots. • The applicant request adoption of Mitigated Negative Declaration No. 2004-06 and the Mitigation Monitoring Program thereto. The applications are pursuant to Chapter 17.84 (Amendments), Chapter 17.23 (R-1 Single Family Residential District), and Tital 16 (Subdivisions) of the LEMC. The project complies with the State of California Subdivision Map Act, and with the California Environmental Quality Act (CEQA) per Section 15070 (b) – Mitigated Negative Declarations. Tentative Condominium Map No. 32670, Residential Design Review No. R 2004-10, Condition Use Permit No. 2004-24 for “Belcaro Villa’s”. • The applicant requests a Tentative Condominium Map pursuant to Section 16 “Subdivisions” of the LEMC and Section 66424 and 66427 of the California Subdivision Map Act (CSMA). • The applicant is requesting a Design Review consideration for the construction of twenty-seven (27) buildings, for a total of 141 attached condominium dwelling units and related improvements. Review is pursuant to Chapter 17.82 (Design Review) and 17.30 (Condominium and Condominium Conversion) of the LEMC and the East Lake Specific Plan, Amendment(s) one and two. • The applicant is requesting the approval of a CUP to allow for the establishment of 141 individually owned attached condominium town homes, which will join in an underlying common area pursuant to Chapter 17.74 (Conditional Use Permit) of the LEMC. • The applicant complies with Title 16 –Subdivisions of the LEMC and Section(s) 66424 and 66472 of the CSMA. Additionally, the project complies with the CEQA, Section 15162- Subsequent EIRs, and Negative Declarations.
