CONSENT CALENDAR ITEMS
All matters on the Consent Calendar are approved in one motion, unless a Commissioner or any members of the
public requests separate action on a specific action.
1. Minutes

2. General Plan Amendment (GPA) No. 2004-08, Zone Change (ZC) No. 2004-01 and
Tentative Tract Map (TTM) 32129
• GPA 2004-08 is a request to change the General Plan designation of the property from
the “Future Specific Plan” to “Low Medium Density Residential (6 dwelling units per
acre).”
• ZC 2004-01 is a request to change the zoning of the property from “RR-Rural
Residential” to “R-1 –Single Family Residential.”
• TTM 32129 is a proposal to subdivide 10± acres of vacant land into 27 single-family
residential lots and 7 open space lots.
The applications comply with Title 16 – Subdivisions. The project complies with the
California Environmental Quality Act (CEQA) per Section 15070 (b) – Mitigated Negative
Declarations.

3. Conditional Use Permit No. 2004-25 for Skin Deep Tattoo Salon
• The applicant is requesting a Conditional Use Permit for a tattoo salon. The applicant is
proposing to lease an approximately 400 square foot area of the adjacent Attitudes
Hair/Nail/Tanning Salon. The tattoo salon will have a separate entrance, waiting area,
and work area. The project complies with Section 15301, Class 1, Existing Facilities, of
the California Environmental Quality Act (CEQA).

4. Conditional Use Permit No. and Zone Change No. 2004-10 for “The Trailer Man” –
Continued from the August 03, 2004 Planning Commission Meeting.

RECOMMENDATIONS: Applicant wishes to withdraw their application.
5. Conditional Use Permit No. 2004-15 and Miscellaneous Design Review M 2004-04,
Construction of Wireless Antenna and Mono-Cypress at the Caltrans Park and Ride.
• Approval of Conditional Use Permit and Miscellaneous Design Review applications to
allow construction of a 70-foot monopole that will be stealthed as a cypress tree (mono-
cypress). In addition, wrought iron fencing will be provided around the project area and
equipment structures. Two live cypress trees will also be provided near the proposed
mono-cypress. The Conditional Use Permit is to allow the requested 70-foot height of
the mono-cypress. Miscellaneous Design Review approval is required to allow
construction of the proposed project. The proposed project is exempt from the
requirements of the California Environmental Quality Act pursuant to Section 15303,
Class 3.

BUSINESS ITEMS
6. Industrial Design Review No. 2004-02, Vanderhoek Architect Inc.
• This is a request for Design Review of the construction of an industrial project. The
project consists of two pre-cast concrete buildings, both consisting of 15,636 square
feet, for a total building area of 29,272 square feet. The applicant proposes to landscape
14 % of the project site. Seventy parking spaces will be provided including four
handicap spaces. The application complies with Chapter 17.56, (M-1) Limited
Manufacturing District, and with Chapter 17.66, Parking Requirements, of the Lake
Elsinore Municipal Code (LEMC) and with Section 15332, In-Fill Development
Projects, of the California Environmental Quality Act (CEQA).
