CONSENT CALENDAR ITEMS All matters on the Consent Calendar are approved in one motion, unless a Commissioner or any members of the public requests separate action on a specific action. 1. Minutes Minutes of the July 20, 2004, regular Planning Commission Meeting will be considered on August 17, 2004. 2. Minor Design Review for a Single-Family Residence at 16431 Arnold. • Minor Design Review of a 1,026 square foot manufactured home with a 400 square foot attached garage to be located at 16431 Arnold Avenue. The residence will cover approximately 28.4% of the 5,025 square foot lot. The review is pursuant to Chapter 17.82 (Design Review), Chapter 17.23, R-1 (Single Family Residential District) and PAGE 2 – PLANNING COMMISSION AGENDA – August 03, 2004 Chapter 17.14, Residential Development Standards of the Lake Elsinore Municipal Code (LEMC). Minor Design Review for a Single-Family Residence at 29855 Reid Street. • The applicant is ultimately proposing to develop a 6,000 square foot vacant lot with a 1,412 square foot single-story conventionally built home and a 371 square-foot attached garage. The total footprint (1,783 square feet) of all structures will occupy approximately 30% of the 6,000 square foot lot. The review is pursuant to Chapter 17.82 (Design Review), 17.23, R-1 (Single-Family Residential District) and Chapter 17.14, Residential Development Standards of the LEMC. Zone Change No. 2004-10 and Conditional Use Permit No. 2004-16, Marc Hauser, DBA The Trailer Man. • The applicant is requesting a Zone Change from M-1 (Limited Manufacturing) to C-2 (General Commercial). This will bring the Zoning into conformance with the General Plan designation of FB (Freeway Business). • The applicant is requesting a Conditional Use Permit for a recreational vehicle sales lot. The proposal also includes a 504 square foot office. • The project complies with Section 15303, Class 3, New Construction of Conversion of Small Structures, of the California Environmental Quality Act (CEQA). Design Review No. R 2004-04 for Fairfield Apartments • The applicant is requesting approval to construct 352 apartment homes, leasing office, clubhouse with pool and ancillary buildings and uses. Design Review is pursuant to the Ramsgate Specific Plan and its Design Guidelines, as well as Chapter 17.82 (Design Review), Chapter 17.14 (Residential Development Standards), Chapter 17.28 (R-3 High Density Residential), and Chapter 17.66 (Parking Requirements) of the Lake Elsinore Municipal code (LEMC). The application complies with the CEQA per Section 15162 (Subsequent EIRs and Negative Declarations).
