CONSENT CALENDAR ITEMS All matters on the Consent Calendar are approved in one motion, unless a Commissioner or any members of the public requests separate action on a specific action. 1. Minutes July 06, 2004 Planning Commission Minutes. 2. Minor Design Review for a Single-Family Residence at 16495 Stevens Street – APN 378- 223-084. • The residential project consists of request for approval of development of a single- family residence to be constructed on a vacant lot. The single-family residence will be 1,803 square feet with an attached 498 square foot two-car garage and associated improvements. The review is pursuant to Chapter 27.82 (Design Review), Chapter PAGE 2 – PLANNING COMMISSION AGENDA – July 20, 2004 17.23, R-1 (Single Family Residential District) and Chapter 17.14, Residential Development Standards of the Lake Elsinore Municipal Code (LEMC). Minor Design Review for a Single-Family Residence at 16800 Pierce Avenue - APN: 378-234-010. • The residential project consists of a request for approval of the development of a single- family residence to be constructed on a vacant lot. The single-family residence will be 1,313 square feet with an attached 479 square-foot two-car garage and associated improvements. The review is pursuant to Chapter 17.82 (Design Review), 17.23, R-1 (Single-Family Residential District) and Chapter 17.14, Residential Development Standards of the LEMC. Minor Design Review for a Single-Family Residence at 315 Scrivener Road - APN: 374- 082-010. • The residential project consists of a request for approval of a manufactured home. The single-family residence will be 1,245 square feet with a 528 square foot detached garage. The review is pursuant to Chapter 17.82 (Design Review), 17.23, R-1 (Single-Family Residential District) and Chapter 17.14, Residential Development Standards of the LEMC. Addendum for Sign Program 2004-04 for SOS Storage (formerly Summerhill Residential Self-Storage Facility (C No. 2001-01). • The project was originally heard by Planning Commission on June 15, 2004. The Planning Commission approved three signs of the applicant’s choice at that meeting. The applicant chose the Freeway Pylon Sign, the Monument Sign and the office building sign facing south (these signs will be included in the presentation). This request for PAGE 3 – PLANNING COMMISSION AGENDA – July 20, 2004 approval of two additional signs, one located on building B2 and one located on building C. All the signs are part of Sign Program No. 2004-04 for SOS Storage. The Sign Program is for a Self-storage Facility consisting of a three building facility totaling approximately 92,000 square feet. The project is zoned C-1/SP, Neighborhood Commercial/Specific Plan and the General Plan Designation is Canyon Creek/Summerhill Specific Plan. This application complies with Chapter 17.92, (Signs- Advertising Structures), and Chapter 17.82 (Design Review) of the LEMC. Tentative Parcel Map No. 32336 and Tentative Tract Map No. 32337 for Forecast Homes. • The applicant requests approval Tentative Parcel Map No. 32336 (TPM 32336), to divide 299 ± acres of unimproved property into eight (8) parcels for the purpose of sale and development. • The applicant requests approval of Tentative Tract Map No. 32337 (TTM 32337) to further subdivide the 153 ± acres of Parcels 2 through 4 into 309 single family residential lots and nine (9) open space lots. These applications are pursuant to Title 16, Subdivisions, of the LEMC, Amendment No. 1 to the La Laguna Specific Plan, and State of California Subdivision Map Act, including Section 66426 (b) and (f). Tentative Parcel Map No. 32611 and Industrial Design Review No. 2004-03 for C&C Collier Development. • This is a request to subdivide a 5.89-acre parcel of land into six (6) parcels and for the Design Review of the construction of seven (7) industrial buildings on said parcels. The Design Review consists of seven (7) pre-cast concrete buildings ranging in size from 6,528 square feet to 41,221 square feet, for a total building area of 99,739 square feet. The applicant proposes to landscape 17.2 percent of the project site. The project proposes 262 parking spaces including twelve (12) handicap spaces. This application complies with Title 16, Subdivisions, Chapter 17.54, Commercial Manufacturing PAGE 4 – PLANNING COMMISSION AGENDA – July 20, 2004 District, Chapter 17.56, M-1 Limited Manufacturing District, Chapter 17.82, Design Review, and the Lake Elsinore Municipal Code (LEMC). Environmental clearance for the proposed tentative parcel map and industrial design review is provided by Negative Declaration No. 2001-02, which was approved by the City in September 2001.
