CONSENT CALENDAR ITEMS All matters on the Consent Calendar are approved in one motion, unless a Commissioner or any members of the public requests separate action on a specific action. 1. Minutes May 04, 2004 Planning Commission Minutes RECOMMENDATION: Approval PUBLIC HEARINGS PAGE 2 – PLANNING COMMISSION AGENDA – May 18, 2004 2. Draft EIR No. 2004-03, GPA No. 2004-01, TPM No. 32369, Design Review for Commercial No. 2003-13, CUP No. 2004-04, 2004-05, 2004-06, 2004-07, 2004-08, 2004-10, 2004-17, 2004-18, 2004-11, 2004-19 for the Lake Elsinore Market Place • Draft Environmental Impact Report (State Clearinghouse No. 2004021018)- The applicant requests that the Planning Commission find the DEIR adequate and recommend to the City Council adoption of the “Draft” Environmental Impact Report (EIR) (SCH No. 2004021018) prepared for the project. • General Plan Amendment No. 2004-01- The applicant requests approval to amend the Circulation Element Roadway Cross-Section of the General Plan by adding a roadway “section” identified as a “Modified Collector”. Likewise, the applicant also requests approval to amend the Circulation Plan of the General Plan by changing the roadway classification of Dexter Avenue to the same (“Modified” Collector 2-lane) and to eliminate the parkway element of the six (6) lane “Urban Arterial” roadway cross-section shown for Central Avenue (Hwy 74). The review and analysis of this General Plan Amendment is pursuant to Government Code Section(s) 65350 through 65362, the Lake Elsinore General Plan and Chapter 17.92 (Hearings) of the Lake Elsinore Municipal Code (LEMC). • TPM No. 32369- The applicant is requesting approval of Tentative Parcel Map 32369, pursuant to Section 16 “Subdivisions” of the Lake Elsinore Municipal Code (LEMC), Chapter 17.48 (C- 2, General Commercial) of the LEMC and Section(s) 66424 and 66427 of the California Subdivision Map Act (CSMA). • Commercial Design Review No. 2003-13- The applicant is requesting the approval of a Commercial Design Review to allow for the design and development of a 454,085 square foot commercial retail center on 50.08 acres. The Design Review, which includes a Costco and a Lowe’s Building as well as various shops, pads and related improvements, is pursuant to Chapter 17.82 (Design Review), Chapter 17.48 (C-2, General Commercial District), Chapter 17.38 (Non-Residential Development Standards) and Chapter 17.66 (Parking Requirements) of the LEMC. • CUP No. 2004-04- The applicant is requesting the approval of a conditional use permit to allow for the establishment of the outdoor “Garden Area”, outdoor display of merchandise and “staging area” for Lowe’s. The review and analysis is pursuant to Chapter 17.38 (Non- Residential Development Standards), Chapter 17.48.030.G (C-2, General Commercial District), Chapter 17.66 (Parking Requirements), and Chapter 17.74 (Conditional Use Permits) of the LEMC. • CUP No. 2004-05- The applicant is requesting the approval of a conditional use permit to allow for the establishment of an Outdoor Food Service Area for Costco. The review and analysis is pursuant to Chapter 17.38 (Non-Residential Development Standards), Chapter 17.44.030.K (Neighborhood Commercial District), Chapter 17.48 (C-2, General Commercial District), Chapter 17.66 (Parking Requirements) and Chapter 17.74 (Conditional Use Permits) of the LEMC. PAGE 3 – PLANNING COMMISSION AGENDA – May 18, 2004 • CUP No. 2004-06- The applicant is requesting the approval of a conditional use permit to allow for the establishment of a Gasoline Dispensing Establishment for Costco. The review and analysis is pursuant to Chapter 17.38 (Non-Residential Development Standards), Chapter 17.44.030.F (Neighborhood Commercial District), Chapter 17.48 (C-2, General Commercial District), Chapter 17.66 (Parking Requirements), and Chapter 17.74 (Conditional Use Permits) of the LEMC. • CUP No(s). 2004-07, 2004-08, 2004-09, 2004-10, 2004-17 and 2004-18- The applicant is requesting the approval of conditional use permits to allow for the establishment of six (6) “drive through” facilities on Pad(s), “J”, “K”, “L”, “M”, “R” and “S”. The review and analysis is pursuant to Chapter 17.38 (Non-Residential Development Standards), Chapter 17.44.030.D (Neighborhood Commercial District), Chapter 17.48 (C-2, General Commercial District), Chapter 17.66 (Parking Requirements), and Chapter 17.74 (Conditional Use Permits) of the LEMC. • CUP No(s). 2004-11 and 2004-19- The applicant is requesting the approval of conditional use permit(s) to allow for the establishment of outdoor dining for Pad “H” and Pad(s) “N” & “P” respectively. The review and analysis is pursuant to Chapter 17.38 (Non-Residential Development Standards), Chapter 17.44.030.K (Neighborhood Commercial District), Chapter 17.48 (C-2, General Commercial District), Chapter 17.66 (Parking Requirements), and Chapter 17.74 (Conditional Use Permits) of the LEMC. Variance No. 2004-04 & Sign Program No. 2004-06 for the Lake Elsinore Market Place (Costco and Lowe’s) • Variance No. 2004-04 -The applicant is requesting a Variance to exceed the maximum height and sign area, and for the design, construction and establishment of two (2) fifty-five foot (55’) high “Freeway Pylon Sign (s)” for the project known as the Lake Elsinore Market Place located on the northeast corner of Central (Hwy 74) and Dexter Avenue (s). This review is pursuant to Chapter 17.76 (Variance) and Chapter 17.92 (Hearings) of the LEMC. • Sign Program No. 2004-06 - The applicant requests approval of a Sign Program for the Lake Elsinore Market Place located on the northeast corner of Central (Hwy 74) and Dexter Avenue(s). This review is pursuant to Chapter 17.94 (Signs-Advertising Structures), Chapter 17.38 (Non-Residential Development Standards), and Chapter 17.48 (C-2, General Commercial District) of the LEMC. Residential Project No. R 2004-02 for Three (3) Single Family Residences • The residential project consists of a request for approval of the development of a single- family residence to be constructed on three separate vacant lots. The lot located on Acacia Street is 3,967 square feet; the two lots located on Avenue 4 are each 5,600 square feet. The same single-family residence floor plan will be used on each lot. The two residences adjacent to each other on Avenue 4 will use a different elevation. Each residence is 1,582 square feet and will have a 440 square foot attached garage. The review is pursuant to Chapter 17.82 (Design Review), Chapter 17.23, R-1 (Single Family Residential District) and Chapter 17.14, Residential Development Standards of the LEMC.
