CONSENT CALENDAR ITEMS All matters on the Consent Calendar are approved on one motion, unless a Commissioner or any members of the public requests separate action on a specific action. 1. Minutes 1a. Planning Commission Meeting held on April 20, 2004. 1b. Revised Planning Commission Meeting Minutes on April 06, 2004. RECOMMENDATION: Approval PAGE 2 – PLANNING COMMISSION AGENDA – May 04, 2004 PUBLIC HEARINGS 2. Variance No. 2004-01 D & D Cattle, LLC • The applicant is requesting a Variance for a reduction in the building, parking, and landscaping setbacks along Collier Avenue. Pursuant to Chapter 17.76 of the LEMC. CASE PLANNER: Kirt Coury, Associate Planner Ext. 274, kcoury@lake-elsinore.org RECOMMENDATION: Approval 3. MND No. 2003-03, SPA No. 93-3 Amendment 7, GPA No. 2004-04, ZC No. 2004-05, Design Review for I No. 2004-01, CUP No. 2004-02 and for Alesco Development. • Mitigated Negative Declaration No. 2004-03 The City of Lake Elsinore intends to adopt a MND pursuant to the Guidelines established by CEQA. • Specific Plan Amendment No. 93-3 Amendment #7 The Specific Plan is being amended to re-designate approximately 5.85 acres of vacant land within the Liberty SP. • General Pan Amendment No. 2004-04 The applicant is requesting to change the GP Designation of the proposed site from East Lake SP, Planning Area 53, (General Commercial), which was intended to allow for a wide range of retail services, offices, personal, and business service establishments, to the Limited Industrial General Plan Designation, which allows manufacturing, assembly, electronics and warehouses. • Zone Change No. 2004-05 In order to maintain consistency with the proposed General Plan and to develop the site with the land use proposed, the applicant is also requesting a Zone Change form East Lake Specific Plan, Planning Area 53 (General Commercial) to (M-1) Limited Manufacturing. • Industrial Design Review No. 2004-01 The applicant is requesting industrial Design Review consideration for the construction of a 70,000 square foot industrial building and related improvements. Review is pursuant to applicable Chapters in the LEMC. • Conditional Use Permit No. 2004-02 The applicant is requesting the approval of a CUP to allow for outside storage as needed of block foam material pursuant to applicable Chapters of the LEMC. Lake Chevrolet, Commercial No. 2004-01, CUP No. 2004-01, Variance No. 2004-03, GPA No. 2004-03, ZC No. 2004-03, Uniform Sign Program No. 2004-03, and MND 2004-03. • The applicant is proposing a Commercial Project No. 2004-01 and CUP 2004-01 to construct a 60,000 square foot new auto dealership on a 9.73-acre site. The GPA and ZC proposes to amend the Land Use designation of the GP from Low Medium Residential and the Zoning designation for R-1 (Single Family Residential) to General Commercial and C-2 (General Commercial) respectively. The applicant is requesting a Variance No. 2004-03 for a reduction in the building, parking, and landscaping setback along Auto Center Drive and Avenue 7, as well as approval of a Uniform Sign Program for the project. MND No. 2004-04, in conformance with CEQA, provides environmental clearance for the proposed applications. The applications comply with Chapters 17.38 (Non-Residential Development Standards), 17.48 (C-2, General Commercial District), 17.66 (Parking Requirements), 17.74 (CUP) 17.76 (Variances), and 17.82 (Design Reviews) of the LEMC. Minor Design Review of a Single Family Residence at 16655 Marshall Avenue APN 378- 063-025. • The residential project consists of request for approval of the development of a single- family residence to be constructed on vacant lot. The single-family residence will be 2,992 square foot home with an attached 665 square foot three-car garage and associated improvements on a vacant .95-acre lot. Review is pursuant to Chapter 17.82 (Design Review), Chapter 17.23, R-1 (Single Family Residential District) and Chapter 17.14, Residential Development Standards of the Lake Elsinore Municipal Code (LEMC). Minor Design Review of two single-family residence at 16770 & 16800 Gunnerson Avenue. • Minor Design Review of two 1,478 square foot manufactured homes with 40 square foot attached garages. The residence located at 16770 Gunnerson Avenue will cover approximately 30% of the 6,229 square foot lot. The residence located at 16800 Gunnerson Avenue will cover approximately 26% of the 7,347 square foot lot. The project complies with Section 25303, new construction or conversion of small structures, Class 3, of the CEQA. Residential Project No. 2004-01, Minor Design Review of Model Homes Complex, Production Units, and Recreational Facilities for Tract Map No. 32008 (Lakeshore Village). • Request approval of building designs for 170 single-family detached residential units, including a four-plan model home complex and recreational facilities including a clubhouse, swimming pool, and three tot lots. The proposed residences and recreational amenities will be constructed within the Lakeshore Village SP area, which was previously subdivided by Tract Map No. 32008. Environmental clearance for the proposed application is provided by Mitigated Negative Declaration No. 2003-03, which was approved by the City in 2003. The Mitigated Negative Declaration provides environmental clearance and analyzes for all development located within the Lakeshore village SP area, which includes the single-family residences and recreational amenities being proposed with the requested application.
