2. Conditional Use Permit No. 2003-13, Commercial Project No. 2003-05 and Draft Mitigated
Negative Declaration No. 2003-05 for Tom’s Restaurant APN 377-030-017.
• The applicant proposes to construct a 4,721 square foot fast food restaurant with drive-thru
services at 18492 Dexter Avenue near Interstate 15, State Highway 74, and Dexter Avenue.
Review is pursuant to Chapter 17.74 (Conditional Use Permit), Chapter 17.82 (Design Review),
and Chapter 17.44, C-2 (General Commercial District) of the Lake Elsinore Municipal Code
(LEMC). Draft Mitigated Negative Declaration No. 2003-05 has been submitted for
consideration pursuant to Section 15162 of the California Environmental Quality Act (CEQA)
and is within a 30-day review period.

3. Tentative Tract Map Nos. 30493 and 31706 for Pardee Homes.

The applicant is proposing two Tentative Tract Maps in accordance with development and
design standards contained within the Canyon Hills Specific Plan. The Specific Plan was
approved by the City in 2003 and allows construction of single and multi-family residential uses,
a community park, an elementary school, and open space areas within the two project sites.
Tentative Tract Map No. 30493 proposes 444 total lots (395 single-family residential lots, four
large lots for future single-family residential uses, one large lot for future multi-family residential
units, one lot for a future elementary school, on lot for a community park, three lots for open
space, 18 lettered lots for drainage improvements and slopes, and 21 lettered lots for public
streets). Tentative Tract Map No. 31706 further subdivides one of the large residential lots
created with Tentative Tract Map No. 30493 into 292 total lots (255 single-family residential
lots, three lots for open space, on lot for a water tank, 18 lettered lots for drainage
improvements and slopes, and 15 lettered lots for public streets). Environmental clearance for
requested application is provided by the 2003 Addendum to the final Canyon Hills Specific Plan
EIR.

4. Minor Design Review of a Single Family Residence at 32916 Serena Way APN 381-041-016.
• The residential project consists of request for approval of the development of a single-
family residence to be constructed on vacant lot. The single-family residence will be 2,473
square foot home with an attached 652 square foot three-car garage and associated
improvements on a vacant lot. Review is pursuant to Chapter 17.82 (Design Review),
Chapter 17.23, R-1 (Single Family Residential District) and Chapter 17.14, Residential
Development Standards of the Lake Elsinore Municipal Code (LEMC).

5. Minor Design Review of two single-family residences at 307 and 309 North Langstaff Street,
APN 374-054-032 and 033.
• The residential project consists of a request for approval of the development of two single-
family residences with detached second units above 3 car, 808 square foot garages. The
residential projects will be constructed on two adjacent 9,000 square foot vacant lots.
Review is pursuant to Chapter 17.82 (Design Review), Chapter 17.14, Residential
Development Standards of the Lake Elsinore Municipal Code (LEMC) and the Historic
Elsinore Architectural Design Standards.
