2. Design Review for Commercial No. 2003-10 and Variance No. 2004-02, Hampton Circle
Water Tank Monopine, Sprint PCS, APN 373-143-003 & 006.
• The applicant is proposing to develop a 50-foot monopole to be stealthed as a pine tree to
improve transmission and calling coverage for Sprint customers. This proposal requires a
Variance and Design Review pursuant to Chapter 17.82 (Design Review), 17.35 (Open District),
17.38 (Non-Residential Development Standards), and 17.76 (Variances ) of the LEMC.

3. East Lake SPA No. 6, GPA No. 2003-04, TTM No. 31920, ADA, and SEIR for East Lake
Specific Plan Amendment No. 6.

• Recommend approval of Tentative Tract Map No. 31920
• Recommend approval of the Amendment Development Agreement for East Lake SPA No. 6
• Recommend approval of the Supplemental Environmental Impact Report for East Lake SPA
No. 6
East Lake SPA No. 6 reviews the East Lake Specific Plan to allow for detached single-family
residential units, a golf course, a new elementary school, parks, and open space. GPA No. 2003-
04 amends the Circulation Element of the General Plan to widen those streets within the project
area and to realign Diamond Drive to eliminate an offset segment. TTM No. 31920 subdivides
the project area into 1,857 total lots, including 1,847 single-family residential lots and 10 lettered
lots for landscaping. The ADA amends the 1993 DA between the City and East Lake
Community Builder to be consistent with the Laing Homes proposal. Environmental clearance
for the proposed applications is provided by a SEIR for the East Lake SPA No. 6.

4. Conditional Use Permit No. 2004-03, 74 Motorsports APN 377-410-044
• Approval of a CUP to establish a Yamaha Motorcycle Dealership within two existing
contiguous building totaling 26,628 square feet. The CUP would allow the sales and service of
various types and models of Yamaha motorcycles, ATV’s, Side-by-Side vehicles, motor scooters
and generators, as well as pertinent accessory products related to the venue of these types of
vehicles. The applicantion complies with Chapter 17.54 (Commercial Manufacturing District),
Chapter 17.74 (CUP), and Chapter 17.66 (Parking Requirements) of the LEMC.

BUSINESS ITEMS
5. Business License for Bail Bond Use located at 128 North Main Street.
• A request to review and approve a business license use to operate a business called “Rodney
Serge Bail Bonds”, (future name to be “Release Bail Bonds”). The business is located within
the Historic Overlay District – Area 1. Uses permitted in Area 1 are those permitted in the
underlying zoning of the area, which is C-1, Neighborhood Commercial, pursuant to the
LEMC. The C-1 zone also allows uses permitted in the C-O, Commercial Office District.

6. Minor Design Review of a Single Family Residence located at 16817 Bell Street, APN 378-
261-005 & 006.
• The applicant is proposing to develop a 3,292 square foot three story home with a 708
square foot attached three-car garage, for total building footprint coverage of 1,855 square
feet. The project is located at 16817 Bell Street, on the southwest side of Bell and east of
Gunnerson with a future Specific Plan area described as Specific Plan J. The proposal
requires a Design Review pursuant to Chapter 17.82, Residential Development Standards,
Chapter 17.14, R-1 Single Family Residential District, Chapter 17.23 and Parking
Requirements, Chapter 17.66 of the LEMC.

7. Minor Design Review of a Single Family Residence located at 16658 Lash Street, APN 387-
244-009 & 010.
• The applicant is proposing to develop a 1,871 square foot single story home with a 529
square foot attached two-car garage, a 127 square foot covered front porch entry, and 409
square foot covered patio for a total building footprint coverage of 2,936 square feet. The
proposal requires a Design Review pursuant to Chapter 17.82, Residential Development
Standards, Chapter 17.14, R-1 Single Family Residential District, Chapter 17.23 and Parking
Requirements, Chapter 17.66 of the LEMC.
